PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law on December 11, 1998;
Pursuant to Decision No. 173/2001/QĐ-TTg dated November 6, 2001 of the Government on economic and social development in the Mekong Delta region for the period 2001-2005;
Considering the proposal of the Minister of Education and Training at Document No. 5463/KH-TC dated June 26, 2002, and that of the Minister of Health at Document No. 10243/TTr-BYT dated November 25, 2002.
DECISION:
Article 1. Establishing Can Tho University of Medicine and Pharmacy based on the Faculty of Medicine-Dentistry-Pharmacy under Can Tho University.
Article 2. Can Tho University of Medicine and Pharmacy is subordinate to the Ministry of Health, has legal personality, its own seal and separate account, with headquarters located in Can Tho City, and functions to train health personnel at the bachelor's level in specialized and general fields, conduct scientific research to serve health care and protection for the people and economic-social development in the Mekong Delta provinces.
Article 3. The Minister of Health shall specify the specific tasks and decide on the organizational structure of Can Tho University of Medicine and Pharmacy; direct the construction and completion of the project "Investment in Building Can Tho University of Medicine and Pharmacy".
Can Tho University of Medicine and Pharmacy continues to use the current facilities of the Faculty of Medicine-Dentistry-Pharmacy within the premises of Can Tho University, ensuring teaching and learning activities for students and normal living conditions for staff. Can Tho University of Medicine and Pharmacy must move to the new facility and hand over the buildings and land to Can Tho University in their original condition before December 31, 2005.
The Minister of Education and Training, the Chairman of the People's Committee of Can Tho Province, according to their respective functions and responsibilities, closely cooperate with the Ministry of Health in completing the project "Investment in Building Can Tho University of Medicine and Pharmacy".
Article 4. This Decision takes effect fifteen days from the date of issuance.
Article 5. The Minister of Health, the Minister of Education and Training, the Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of the People's Committees of provinces and centrally-administered cities are responsible for implementing this Decision./.
