Pursuant to Ordinance on Fees and Charges No. 38/2001/PL-UBTVQH dated August 28, 2001; and Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges;
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to the Government Decree No. 77/2003/NĐ-CP dated July 1, 2003 stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Finance;
In accordance with the proposal of the Ministry of Transport at Circular No. 3467/GTVT-TC dated August 12, 2003 and the proposal of the Director of the Enterprise Finance Department,

Article 1. The Fee Schedule attached hereto sets forth the fee levels for safety technical inspection and quality assessment of ships and marine structures under the supervision of the Vietnam Register, including:
1. Fee for safety technical inspection and quality assessment of newly built and designed ships.
2. Fee for safety technical inspection and quality assessment of measurement and calculation of ship tonnage.
3. Fee for safety technical inspection and quality assessment of operational ships.
4. Fee for approval of safe operation manuals for ships.
5. Fee for safety technical inspection and quality assessment during repair and conversion of ships.
Article 2. The fee levels in this schedule include value-added tax but do not include the registration fee for certificates of quality and safety technical standards for ships and marine structures, nor the costs related to accommodation, travel, and communication services for inspection purposes.
Article 3. In cases where international treaties to which the Socialist Republic of Vietnam is a party provide different provisions from those in this Fee Schedule, the provisions of such international treaties shall apply.
Article 4. This Decision takes effect from January 1, 2004 and replaces Decision No. 128/1999/QĐ-BVGCP dated December 16, 1999 of the Chairman of the State Price Control Board regarding the pricing of domestic and foreign ship inspection services carrying foreign classification society certificates, foreign ships carrying Vietnamese classification society certificates, and marine structures under the supervision of the Vietnam Register, and Decision No. 129/1999/QĐ-BVGCP dated December 16, 1999 of the Chairman of the State Price Control Board regarding the pricing of domestic ship inspection services, inland waterway vessel inspection services, and industrial products of Vietnamese organizations and individuals under the supervision of the Vietnam Register, and related guiding documents.
Article 5. Organizations and individuals subject to payment of fees, inspection agencies, and relevant agencies are responsible for implementing this Decision.
