DECISION
Regarding the establishment of the Management Board for the Chu Lai Open Economic Zone in Quang Nam Province
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 43/2004/QĐ-TTg dated March 23, 2004 of the Prime Minister approving the General Plan for Construction of the Chu Lai Open Economic Zone, Quang Nam Province;
Considering the proposal of the People's Committee of Quang Nam Province (document number 1167/UB-KKTMCL dated July 1, 2003), the Ministry of Home Affairs (document number 1669/TTr-BNV dated July 23, 2003), the opinion of the Ministry of Planning and Investment (document number 5073 BKH/KCN&KCX dated August 20, 2003), and the Ministry of Finance (document number 9061 TC/HCSN dated August 29, 2003),
DECISION:
Article 1. Establish the Management Board for the Chu Lai Open Economic Zone under the People's Committee of Quang Nam Province to implement centralized and unified management over activities in the fields of investment and economic development within the Chu Lai Open Economic Zone.
The Management Board for the Chu Lai Open Economic Zone is a state administrative body with legal personality, having its own bank account and seal bearing the national emblem, with staffing and operating funds allocated from the state budget for Quang Nam Province, and is the focal point for balancing construction capital from the state budget.
The Management Board for the Chu Lai Open Economic Zone in Quang Nam Province shall have an organizational structure to assist in operations in accordance with regulations applicable to provincial-level industrial park management boards.
Article 4. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 5. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, the Chairman of the People's Committee of Quang Nam Province, and the Director of the Management Board for the Chu Lai Open Economic Zone are responsible for implementing this Decision.
