Regarding the approval of the National Archives Insurance Project until 2010

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Cultural Heritage dated June 29, 2001;

Pursuant to the National Archives Law dated April 4, 2001;

Pursuant to Decree No. 111/2004/NĐ-CP dated April 8, 2004 of the Government detailing the implementation of certain provisions of the National Archives Law;

Considering the proposal of the Minister of Home Affairs,

DECISION:

Article 1. Approves the National Archives Insurance Project until 2010, with the main contents as follows:

1. Managing agency: Ministry of Home Affairs.

2. Leading implementing unit: National Archives Insurance Center.

3. Objectives of the project:

a) General objective: to establish an archive insurance repository for particularly valuable and rare national archives and place them under "insurance" storage to prevent disasters caused by natural or human factors.

Apply archival insurance operations as a regular activity with high professionalism for all archival agencies, especially the three National Archive Centers I, II, III and the National Archives Insurance Center.

b) Specific Objectives:

- Ensuring the integrity of national archival materials even in unpredictable disaster situations caused by natural or human factors.

- Gradually modernizing archival work in general and national archival insurance in particular, prioritizing the development of a cadre with advanced technical and management skills, operating effectively.

- Establishing a management information system for insurance repositories, including security measures, access control, preservation, and digital data retrieval as well as all microfilm insurance.

- Establishing an insurance repository for paper-based national archival materials currently stored at National Archive Centers I, II, and III, focusing on those with special value in terms of content, production techniques, presentation form, or language expression; rare and deteriorating materials or those at risk of deterioration.

- Testing the establishment of insurance repositories for three types of materials: audio recordings, photographic documents, and film.

4. Specific tasks:

a) Studying and determining appropriate technological solutions suitable for all actual conditions regarding nature, climate, and other factors in the country, to ensure stable, long-term, convenient exploitation, and low-cost insurance of national archival materials.

b) Implementing comprehensive insurance methods such as digital technology insurance, microfilm photography technology insurance, or microfilm-digitalization technology insurance. The technological equipment must be synchronized, modern, suitable, and open, ensuring safety and high efficiency, fitting Vietnam's actual conditions.

c) Determining the process of creating insurance copies on microfilm; digital copies for paper documents, establishing a database for managing and searching digital and microfilm insurance copies.

d) Researching and applying advanced database software and information technology devices.

đ) Building physical infrastructure for creating, managing, and searching insurance copies (equipment list, other tool list, material and chemical list, fuel list); developing specific maintenance plans for microfilm photography equipment for national archival materials, exploitation; regularly conducting training and skill enhancement, transferring archival insurance technology, and adopting new advanced technologies. Proactively researching and applying new technologies and equipment suitable for the practical needs of national archival material insurance in Vietnam.

e) Building a microfilm storage system in a digitized format for data retrieval and exchange.

g) Testing the establishment of insurance repositories for audio recordings, photographic documents, and film.

5. The construction and implementation funds of the project will be allocated from the state budget.

Article 2. Implementation

1. The Ministry of Home Affairs shall direct the detailed construction and implementation of the Project according to current regulations; organize guidance, inspection, and supervision of the progress and quality of the Project; report periodically annually.

2. The Ministry of Finance, together with the Ministry of Planning and Investment, shall examine and allocate funds for the Project according to its approved content and schedule.

3. Ministries, ministerial-level agencies, government-affiliated agencies, provincial people's committees, and centrally-administered city people's committees related to this Project, within their respective functions and responsibilities, shall coordinate with the Ministry of Home Affairs to implement this Project.

Article 3

This decision shall take effect fifteen days from the date of publication in the Official Gazette.

2. Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, chairpersons of provincial people's committees, and chairpersons of centrally-administered city people's committees related to this matter are responsible for enforcing this Decision./.
