THE MINISTER OF FINANCE
Pursuant to Decree No. 77/2003/ND-CP dated July 1, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 1112/QD-TTg dated August 15, 2008 of the Prime Minister on the provision of food supplies and financial support for the provinces of Lai Chau, Yen Bai, Phu Tho, Tuyen Quang, Ha Giang, Son La to address the aftermath of floods;
Upon the proposal of the Director of the National Reserve Agency,
DECISION:
Article 1. The National Reserve Agency shall issue without charge 800 tons of 15% broken rice from the national reserve, which was stored in 2008, to the provinces of Lai Chau, Phu Tho, and Yen Bai, with the rice delivered at the district centers according to the provincial allocation plan, including:
- Province of Lai Chau: 300 tons;
- Province of Phu Tho: 300 tons;
- Province of Yen Bai: 200 tons.
Article 2. The National Reserve Agency is responsible for coordinating with the People's Committees of the provinces of Lai Chau, Phu Tho, and Yen Bai to promptly organize the delivery and receipt of goods, and provide timely famine relief to the people.
The National Reserve Agency shall reduce the national reserve capital for the aforementioned quantity of rice according to the accounting price currently recorded in the books and report the final settlement of the relief goods in accordance with the prescribed guidelines.
Article 3. This Decision takes effect from the date of signing. The Director of the National Reserve Agency, the Director of the State Budget Department, the Director of the Financial Management Department, the Director of the Price Management Agency, and the Head of the Office of the Ministry are responsible for implementing this Decision.
