GUIDELINES
DIRECTIVE NO. 1845/2001/VHTT-TCCB OF THE MINISTRY OF CULTURE AND INFORMATION ON MAY 23, 2001 GUIDING THE ORGANIZATION OF EXAMINATION FOR PROMOTION TO SENIOR EDITOR AND SENIOR REPORTER RANKS IN 2001
To implement Decision No. 14/2000/QĐ-BVHTT dated August 7, 2001 of the Minister of Culture and Information on the issuance of regulations for examination for promotion to Senior Editor and Senior Reporter ranks.
After receiving the unified opinion of the Government Organizational and Cadre Affairs Board in Circular No. 204/BTCCBCP-CCVC dated May 21, 2001.
The Ministry of Culture and Information guides the organization of examinations for promotion from Editor and Reporter ranks to Senior Editor and Senior Reporter ranks in 2001 as follows:
I. REGARDING THE ORGANIZATION OF THE EXAMINATION
In order to gradually accumulate experience in organizing examinations for promotion in the cultural sector, in 2001, the Ministry of Culture and Information will organize examinations for the following agencies:
1. The Ministry of Culture and Information;
2. Vietnam Television;
3. Voice of Vietnam;
4. Hanoi Radio and Television;
5. Hai Phong Radio and Television.
After organizing the examination, the Ministry of Culture and Information will coordinate with the Government Organizational and Cadre Affairs Board and relevant ministries and sectors to review experiences and conduct annual examinations for promotion.
II. ELIGIBILITY AND CONDITIONS FOR PARTICIPATION IN THE EXAMINATION:
1. Eligibility for participation:
The examination for promotion from Editor and Reporter ranks to Senior Editor and Senior Reporter ranks shall only be organized for those who have been appointed and are receiving salaries at the Editor (code 17.141) and Reporter (code 17.144) ranks. Civil servants currently holding other ranks shall not be selected to participate in the examination.
2. Conditions for participation:
A civil servant must meet the following conditions to be considered for participation in the examination for promotion from Editor and Reporter ranks to Senior Editor and Senior Reporter ranks by the preliminary selection board of the agencies mentioned in Point I of this Directive:
2.1. Good moral character, strictly adhering to the Party's and State's policies, laws, and having good organizational discipline, not being under disciplinary action from reprimand onwards.
2.2. Meeting the professional standards of the Editor and Reporter ranks as stipulated in Decision No. 428/TCCP-VC dated June 2, 1993 of the Minister - Head of the Government Organizational and Cadre Affairs Board on the issuance of professional standards for the Cultural and Information sector.
2.3. Having a bachelor's degree or higher. Engaging in work in the journalism field for at least nine years (excluding the probation period). Having a salary grade of at least level 5, coefficient 2.74 (for Editors) and level 5, coefficient 2.82 (for Reporters) when applying for the examination.
For cases where civil servants have worked for many years but are not assigned to the Editor or Reporter ranks but are assigned to other ranks with equivalent qualifications, the minimum time they must be assigned to the Editor or Reporter ranks is six years.
2.4. Possessing all required certificates and diplomas:
a) Bachelor's degree or higher.
b) Foreign language certificate at level B (one of five languages: English, Russian, French, German, Chinese).
c) Political cadres diploma or higher. For the first examination, temporarily apply the condition that either a Political Cadres Diploma or a Management Administrative Certificate for Specialist Level 3, 27 topics (the Management Administrative Certificate not meeting the required duration will not be considered).
2.5. Editors must have edited at least five articles or works, and Reporters must have written at least five complex commentaries, all of which have been evaluated positively by management agencies.
Civil servants holding leadership positions such as Chief or Deputy Chief of Editorial Departments or Chief or Deputy Chief of Editorial Divisions will participate in the examination according to their actual job responsibilities, specifically for promotion from Editor to Senior Editor rank.
III. INDIVIDUAL APPLICATION FILES:
1. Application form for participation in the examination for promotion (Form No. 1)
2. Official resume of civil servants (Form No. 2)
3. Evaluation form of civil servants (Form No. 3).
4. Photocopies of all required certificates and diplomas as specified in item 2.4; confirmation papers for scientific research projects... (with confirmation and stamp of the managing and using agency).
5. Two envelopes with stamps and clear addresses, two photos 4x6 cm.
Civil servants submitting application files must bear legal responsibility for their certificates and diplomas. Civil servants who falsify information in their application files or use illegal certificates will be disciplined according to current national regulations.
Each applicant's file should be placed in a folder measuring 21 cm x 32 cm, clearly labeled with full name, address of the agency, phone number, and a list of documents in the file numbered from 1 to 5 (note to fill in all information as specified in the forms).
IV. FORM OF THE EXAMINATION FOR PROMOTION:
Part I consists of: - Written examination
- Oral examination
- Foreign language examination
Specifically, the foreign language examination shall be implemented according to Circular No. 132/BTCCBCP-CCVC dated March 30, 2001, issued by the Government Office's Personnel Committee on guiding the organization of the examination for promotion from Specialist to Senior Specialist in 2001. In detail:
1. The following categories of individuals are exempted from the examination:
1.1. Individuals who have studied foreign languages at universities approved by the Ministry of Education and Training and obtained a B-level certificate in one of five languages: English, Russian, French, German, Chinese, with the validity period of the certificate being within one year from the date of issuance to the submission of the application.
1.2. Individuals who have been trained and awarded a master’s or doctoral degree domestically or internationally and required to use one of the five languages mentioned in Point 1.1.
1.3. Individuals who have graduated from a university majoring in one of the five languages mentioned in Point 1.1 must possess a B-level certificate in one of the remaining four languages approved by the Ministry of Education and Training for universities to train and issue.
1.4. Individuals who have studied at a university or engaged in specialized internships for one year or more without interpreters in countries using one of the five languages mentioned in Point 1.1 (confirmed by the competent authority managing and utilizing civil servants).
2. For the 2001 promotion examination, those not falling under the exemption criteria specified in Point 1 will be handled as follows:
2.1. Male candidates aged 55 years or older and female candidates aged 50 years or older are exempted from the foreign language examination.
2.2. Other cases not eligible for exemption must participate in the foreign language examination in one of the five languages: English, Russian, French, German, Chinese at the B-level and are not necessarily required to submit a language certificate with their application.
V. CONTENT OF THE EXAMINATION:
According to Part 2 and Part 3 - Section III of Decision No. 14/2000/QĐ-BVHTT dated August 7, 2000, issued by the Minister of Culture and Information, which stipulates the content and format of the examination for promotion from Editor to Senior Editor and Reporter to Senior Reporter. Review materials are uniformly provided by the Ministry of Culture and Information.
VI. IMPLEMENTATION ORGANIZATION:
1. Agencies and units allocated quotas shall establish Preliminary Examination Boards to select candidates for the examination in accordance with the regulations on civil servant promotion examinations promulgated together with Decision No. 150/1999/QĐ-TCCP dated February 12, 1999, issued by the Minister - Head of the Government Personnel Committee.
- The Preliminary Examination Board shall prepare a list of candidates according to Model No. 4 and report to the leadership of the Ministry, sector, Provincial People's Committees, and municipalities directly under the Central Government for issuance of a letter to the Examination Board of the Ministry of Culture and Information.
- The application package to be sent to the Examination Board of the Ministry of Culture and Information (Organizational Cadre Department, No. 51-53 Ngo Quyen Street, Hanoi) includes:
+ A letter nominating candidates for the examination accompanied by a list of candidates (according to Model No. 4)
+ Personal files (according to the list)
- Deadline for submission of applications is July 30, 2001
2. Based on the number of editors and reporters and the number of registrations for the examination from agencies, after coordinating with the Government Personnel Committee on the quota for the 2001 examination, the Ministry of Culture and Information will announce the quota for:
- Senior Editors …persons
- Senior Reporters …persons
3. After consolidating the number and reviewing the specific files of candidates nominated for the examination, the Ministry of Culture and Information will notify those who are eligible to participate in the examination.
4. The review training period is scheduled for three days in September 2001
5. The examination period is scheduled for two days in October 2001 (specific details will be announced).
6. Examination venue: Hanoi
7. Examination fee: 150,000 VND per person
In addition to agencies organized by the Ministry of Culture and Information in 2001 as stated in Item 1, if agencies authorized to organize separate examinations are agreed upon by the Government Personnel Committee in 2001, they shall apply the provisions of Items II, III, IV, and V of this guidance document.
