Awarding the "Golden Cup for Agriculture" to products participating in the exhibition
international agricultural fair AGROVIET

Chapter 1:
GENERAL PROVISIONS
Article 1"The Golden Cup for Agriculture" is an award of the Ministry of Agriculture and Rural Development awarded at the International Agricultural Fair AGROVIET to products from agriculture, forestry, fishery, salt industry; products serving production of agriculture, forestry, fishery, salt industry, and rural development produced in Vietnam, meeting the standards set forth in Article 6 of these regulations.
Article 2Products from agriculture, forestry, fishery, salt industry, and products serving production of agriculture, forestry, fishery, salt industry, and rural development participating in the competition, hereinafter referred to collectively as "products participating in the competition".
Chapter 2:
OBJECTS AND STANDARDS FOR AWARDING
Article 3The objects eligible for awarding the "Golden Cup for Agriculture" include:
1. Raw products, semi-finished products, and refined products using raw materials from agriculture, forestry, fishery, salt industry, both domestic and imported.
2. Rural craft products; products serving production of agriculture, forestry, fishery, salt industry, and rural development.
Article 4. Conditions for awarding:
1. Products participating in the competition must be produced in Vietnam, displayed at the International Agricultural Fair AGROVIET, registered for participation, and not experimental products.
2. Products participating in the competition can only be awarded the "Golden Cup for Agriculture" if they have completed all procedures and submitted their application forms to the organizing committee within the specified time frame.
Article 5. The application package includes:
1. Application form for awarding the product (according to the template).
2. Product description (according to the template).
3. For products not included in the list requiring quality standard declaration: a quality standard document applicable to the production of that product must be provided.
4. For products required to declare quality standards: a "Quality Standard Declaration" accepted by the competent authority must be provided.
5. For products required to have a "Standard Certificate": such certificate must comply with Vietnamese standards.
6. A "Testing Result Certificate" from a legal quality control agency or an authorized laboratory; the testing result certificate must not exceed twelve months from the date of the award.
a) Food products must have a Quality Inspection Certificate from an authorized agency.
b) Health-related products (raw materials for the medical industry, agricultural product flavorings) listed under health management must have a permit for circulation from the Ministry of Health.
c) Products used in agriculture must have a certificate of approval for market circulation from the specialized management agency.
7. Product label: It must be clearly marked on the product and registered for copyright if it is a proprietary product.
8. Copies of certificates of medals, commendations, awards received from previous fairs or other relevant information about the product.
9. Submission of sample products according to Appendix 03.
10. Special cases will be decided upon by the organizing committee.
Article 6Criteria for awarding: (Appendix 1)
1. The product must meet the declared quality standards.
2. The product packaging and appearance must be distinctive and not duplicated with other products' labels.
3. The product must feature innovative technology and creative content.
4. The product must hold a significant share of the domestic market; for export products, annual export growth rate should be between ten and fifteen percent.
5. Production must not negatively impact the environment.
6. The maximum total score for a product is fifty points. To win an award, a product must have the highest score among similar products in its category, but not less than forty points, and each individual criterion score must not be lower than eight points.
In special cases, the "Golden Cup for Agriculture" may be awarded to products in the same category based on the recommendation of the awarding council for products with the highest scores of ten points in three award criteria.
Chapter 3:
OBLIGATIONS AND BENEFITS OF UNITS WITH AWARDED PRODUCTS
Article 9. Obligations of participating units
1. Register and submit application files in accordance with the regulations of the Organizing Committee of the Agroviet Fair and Exhibition.
2. Contribute financial resources for organizing the award for products participating in the competition according to the regulations of the Organizing Committee of the Agroviet Fair and Exhibition each year.
Article 10. Benefits of units with awarded products
1. Each product that wins an award will be presented with a "Golden Cup of Agriculture" trophy along with a Certificate for that product.
2. Awarded products will be displayed in the area showcasing outstanding products at the next International Agricultural Fair and Exhibition Agroviet;
3. Awarded products will be introduced on the Electronic Bulletin (Website) of the Marketing and Exhibition Center for Agriculture and Rural Development free of charge for one year.
4. The catalog of awarded products will be advertised free of charge at international fairs organized by the Marketing and Exhibition Center for Agriculture and Rural Development in the following year.
Chapter 4:
ORGANIZATION FOR CONSIDERATION AND BESTOWAL OF AWARDS
, Clause 1, Clause 2 Article 7a of this Regulation.Organization for consideration:
1. The Minister of Agriculture and Rural Development decides to establish the Award Consideration Council for each International Agricultural Fair and Exhibition Agroviet.
2. The Award Consideration Council includes leading experts with credibility in their respective fields and management staff from relevant sectors.
3. The Award Consideration Council operates in accordance with the procedures specified in Appendix 1.
4. Evaluation and scoring of competing products must comply with the scale set out in Appendix 2.
Article 8. Organization for bestowal:
1. The results of the awards will be announced during the fair.
2. The ceremony for bestowing awards shall be solemn, economical, and appropriate to the current conditions of the fair.
Chapter 5:
IMPLEMENTING PROVISIONS
Article 11. These Regulations come into effect from the date of signing and replace the Regulations on the Golden Cup of Agriculture Award for the International Agricultural Fairs and Exhibitions Agroviet in 2003, 2004, and 2005.
During implementation, if there are any difficulties, units and individuals should report to the Ministry of Agriculture and Rural Development for timely adjustment and supplementation.
