Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Central Committee of the Ho Chi Minh Communist Youth Union and the opinions of the Ministries of Finance, Planning and Investment, Science and Technology, Posts and Telecommunications,
DECISION:
Article 1. Approves the Project "Strengthening the Provision of Scientific and Technological Information to Youth for the Development of Economic and Social Activities in Border and Northern Mountainous Provinces." The project will be implemented over a period of 24 months from 2005 to 2006, in 33 communes and wards within the territories of 11 border and northern mountainous provinces.
Article 2. The budget for implementing the Project is VND 2,224,640,000 (Two billion two hundred twenty-four million six hundred forty thousand dong). Of which:
The budget from the central state science and technology fund is VND 1,795,640,000 (One billion seven hundred ninety-five million six hundred forty thousand dong). The local government budget is VND 429,000,000 (Four hundred twenty-nine million dong).
Article 3. The Central Committee of the Ho Chi Minh Communist Youth Union shall take the lead and coordinate with the Ministries of Planning and Investment, Finance, Science and Technology, Posts and Telecommunications, and the People's Committees of related provinces to organize the implementation of the Project. They shall report periodically every six months to the Prime Minister on the progress of the Project and provide a final summary at the conclusion of the Project.
Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 5. The Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of the People's Committees of related provinces, and the Secretariat of the Central Committee of the Ho Chi Minh Communist Youth Union are responsible for enforcing this Decision./.
