Regarding the issuance of the toll rates for the Quán Hàu Bridge - National Highway 1A
THE MINISTER OF FINANCE
Pursuant to Decision No. 78/2002/QĐ-TTg dated June 17, 2002 of the Government Prime Minister amending and supplementing Decision No. 170/1999/QĐ-TTg dated August 19, 1999 encouraging overseas Vietnamese to transfer money back to Vietnam;
Pursuant to Decree No. 178/CP dated October 28, 1994 of the Government onthe duties, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 04/1999/NĐ-CP dated January 30, 1999 of the Government on fees and charges under the state budget;
After receiving the opinion of the Ministry of Transport (Circular No. 3478/BGTVT-TCKT dated October 13, 2000);
At the proposal of the Director General of the Tax Department,
DECISION:
Article 1. Attached to this Decision is the Toll Rate Table for the Quán Hàu Bridge - National Highway 1A.
The toll rate set forth in this Article shall apply to the entities responsible for collecting and paying the fees as stipulated in Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Ministry of Finance guiding the collection system of bridge and road tolls managed by the State, Circular No. 75/1998/TT-BTC dated June 2, 1998 of the Ministry of Finance guiding amendments and supplements to Point 1.d, Section A, Part IV and Point 3.n, Section I of Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Ministry of Finance, and Circular No. 05/1999/BTC dated January 13, 1999 of the Ministry of Finance guiding amendments and supplements to Point 3, Section I of Circular No. 57/1998/TT-BTC dated April 27, 1998.
Article 2. The toll collection agency of the Quán Hàu Bridge - National Highway 1A shall implement the collection, payment, and management of toll revenues in accordance with the provisions of Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Ministry of Finance guiding the collection system of bridge and road tolls managed by the State.
Article 3. This Decision shall take effect from December 1, 2000. All previous regulations on toll rates that conflict with the provisions of this Decision are hereby abolished.
Article 4. Organizations and individuals subject to the obligation to pay the fee, units assigned by the Ministry of Transport to organize the collection of tolls at the Quán Hàu Bridge - National Highway 1A, and relevant agencies shall be responsible for implementing this Decision.

Regarding the issuance of the toll rates
Quán Hàu
The Ministry of Transport has issued Circular No. 3478/BGTVT-TCKT dated October 13, 2000 requesting the issuance of the toll rates for the Quán Hàu Bridge; regarding this matter, the General Department of Taxation reports to the Ministry as follows:
The Quán Hàu Bridge has been completed and is expected to be opened on October 18, 2000. The bridge was constructed using preferential credit funds and state budget funds.
On September 3, 2000, the Minister of Transport issued a Decision establishing the toll station for the Quán Hàu Bridge on National Highway 1A and assigned the toll collection unit to collect and pay the fees according to current regulations: Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Ministry of Finance on the collection of bridge and road tolls managed by the State.
To promptly implement the toll collection for the Quán Hàu Bridge, the General Department of Taxation drafted the Minister of Finance's Decision on the toll rates for the Quán Hàu Bridge with the following contents:
- Toll rates: There are two types of tickets: regular and monthly. The regular ticket rates in the draft are as proposed, with some lower rates compared to the proposal of the Ministry of Transport. The monthly ticket rate is 15 times the regular ticket rate.
- Toll collection targets: Implemented according to Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Ministry of Finance on the collection of bridge and road tolls managed by the State.
- Collection and payment of tolls: Implemented according to Circular No. 57/1998/TT-BTC.
- Effective date: From December 1, 2000.
The draft has received comments from the Administrative Affairs Department and the State Budget Department. Both departments have agreed on the basis. The Administrative Affairs Department has commented that the implementation start date of December 1, 2000 is reasonable. The General Department of Taxation has adopted and adjusted accordingly.
