Establishment of the Center for Information, Advisory Services, and Property and Real Estate Services

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;

Pursuant to Decree No. 77/2003/ND-CP of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Decree No. 10/2002/NĐ-CP dated January 16, 2002 of the Government on financial regulations applicable to units with income;

Pursuant to Decision No. 162/2003/QD-BTC dated September 25, 2003 of the Minister of Finance on the functions, tasks, powers, and organizational structure of the State Asset Management Department.

DECISION:

Article 1. Establish the "Center for Information, Advisory Services, and Property and Real Estate Services" under the State Asset Management Department, Ministry of Finance.

The Center for Information, Advisory Services, and Property and Real Estate Services (hereinafter referred to as the Center) is a service unit with revenue; it has legal personality, its own seal, and is entitled to open accounts at the National Treasury and commercial banks in accordance with the provisions of the law.

The Center's main office is located in Hanoi.

Article 2. The Center shall perform the following tasks:

1. Providing information on policies, laws, management systems serving organizations and individuals directly managing and using state assets; providing information for state asset management, financial management related to land and real estate, and supplying software applications to support state management activities regarding assets and real estate.

2. Implementing legal and policy advisory services on state asset management, financial management related to land and real estate; compensation, support, and resettlement. Supporting transactions related to assets and real estate in accordance with the law.

3. Performing services related to implementing policies and management systems for state assets, land, and real estate; drafting and reviewing compensation and resettlement plans for specific projects.

Receiving, managing, and exploiting state-owned assets, land, and real estate according to the regulations of the competent authority.

Implementing procurement and auction services for state assets and other services related to state asset management and real estate in accordance with the law.

4. Organizing training and enhancing knowledge on laws, policies, and professional skills in state asset management and financial management of land and real estate.

5. Performing other tasks assigned by the Director of the State Asset Management Department.

Article 3. The Center shall have a Director, Deputy Directors, and a Chief Accountant.

The appointment of the Director, Deputy Directors, Chief Accountant, and other leadership positions of the Center shall be carried out in accordance with the cadre management hierarchy of the Minister of Finance.

The Director of the State Asset Management Department shall stipulate the organizational structure, operational regulations, and financial management of the Center.

Article 4. This Decision takes effect from the date of signature. The Director of the State Asset Management Department, the Head of the Cadre Organization Department, the Director of the Ministry of Finance’s Office, and the heads of relevant units are responsible for enforcing this Decision./.
