PRIME MINISTER

Pursuant to the Law on Government Organization, December 25, 2001;

Considering the proposal of the Chairman of the People's Committee of Tay Ninh Province at the Report No. 369/TT-UB, October 11, 2002, Circular No. 151/UB, May 22, 2003, and Circular No. 25/UB, July 11, 2003;

The proposal of the Minister of Planning and Investment at the Report No. 1425/BKH-QLKT, March 17, 2003, and the opinions of relevant ministries and sectors,

Pursuant to …;

Article 1. Establish the Xa Mat Border Economic Zone comprising two communes Tan Lap and Tan Binh in Tan Binh District, Tay Ninh Province.

Article 2. The Xa Mat Border Economic Zone shall apply the policies for border economic zones as stipulated in Decision No. 53/2001/QĐ-TTg, April 19, 2001, of the Prime Minister. As for reinvestment from budget revenues, it shall be implemented in accordance with the State Budget Law.

Article 3. The People's Committee of Tay Ninh Province shall be responsible for:

- CLOSELY COORDINATING WITH THE MINISTRY OF NATIONAL DEFENSE AND THE MINISTRY OF PUBLIC SECURITY TO EFFECTIVELY IMPLEMENT PROJECTS RELATED TO SECURITY AND NATIONAL DEFENSE.

- Prioritize the order of construction projects and sub-projects so that upon completion they can be put into effective use.

- PREPARING ANNUAL REPORTS TO SUBMIT TO THE GOVERNMENT CHAIRMAN.

- LEADING AND COORDINATING WITH RELATED MINISTRIES AND SECTORS TO EVALUATE THE APPLICATION OF THE ABOVE MENTIONED POLICIES AND ADVISE THE GOVERNMENT CHAIRMAN ON NECESSARY ADJUSTMENTS AND SUPPLEMENTS.

Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

The Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and the Chairman of the People's Committee of Tay Ninh Province shall be responsible for implementing this Decision.
