for individuals who have completed drug rehabilitation at Bà Rịa - Vũng Tàu province

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Prevention and Control of Narcotics dated December 9, 2000;

Pursuant to Resolution No. 16/2003/QH11 dated June 17, 2003 of the National Assembly regarding the implementation of pilot projects organizing management, vocational training, and employment for people after drug rehabilitation in Ho Chi Minh City and other centrally governed cities and provinces;

At the proposal of the Minister of Labor, Invalids and Social Affairs and the Chairman of the People's Committee of Ba Ria - Vung Tau Province,

DECISION:

Article 1. Approves the Project "Organizing Management, Vocational Training, and Employment for People After Drug Rehabilitation" in Ba Ria - Vung Tau Province (annexed hereto).

Article 2. The People's Committee of Ba Ria - Vung Tau Province shall be responsible for implementing the pilot project; annually organize interim reviews and evaluations of the implementation of the Project and report to the Prime Minister.

Article 3. The Ministry of Labor, Invalids and Social Affairs shall take the lead, coordinate with the Ministry of Public Security, the Ministry of Finance, the Ministry of Justice, and relevant ministries and sectors in directing, guiding, and assisting the People's Committee of Ba Ria - Vung Tau Province in implementing the Project according to their respective functions, tasks, and authorities, while coordinating with the People's Committee of Ba Ria - Vung Tau Province to resolve difficulties arising during the implementation of the Project, and regularly report annually to the Prime Minister on the implementation of the Project in Ba Ria - Vung Tau Province.

Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 5. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and the Chairman of the People's Committee of Ba Ria - Vung Tau Province are responsible for enforcing this Decision./.
