DIRECTIVE
On strengthening the implementation of the agreement on cooperation for sustainable development of the Mekong River Basin
The Agreement on Cooperation for Sustainable Development of the Mekong River Basin (Mekong Agreement) was signed by the governments of Cambodia, Laos, Thailand, and Vietnam on April 5, 1995, in Chiang Rai, Thailand. The Mekong Agreement serves as the legal basis for the activities of the Mekong River Commission.

As a member of the Mekong River Commission, our country is equal with the other signatory countries regarding rights and obligations in implementing the provisions of the Mekong Agreement. The implementation of the Mekong Agreement over nearly two years has shown that some ministries, sectors, and localities have not fully understood the importance of the Mekong Agreement or have encountered difficulties in its implementation.
To strengthen the responsibility in fulfilling international commitments and to protect our legitimate interests in implementing the Mekong Agreement as well as effectively participating in the activities of the Mekong River Commission, the Prime Minister instructs:
1. Chairpersons of People's Committees of provinces within the Mekong River Basin, Ministers, Heads of ministerial-level agencies related to the activities of the Mekong River Commission must directly study, understand thoroughly the contents, and strictly implement the Mekong Agreement, particularly Article 5 on the rational and equitable use of water resources of the Mekong River system; Article 7 on preventing and minimizing harmful impacts on the quality and quantity of water, aquatic conditions, and ecological balance of the Mekong River system; Article 8 on national responsibility for damage; and Article 9 on freedom of navigation on the main channel of the Mekong River.
2. Officials from ministries, sectors, and localities attending international meetings related to cooperation of the Mekong River Commission must contact the Vietnam Mekong Committee to understand the contents of the Mekong Agreement and the government's policies on cooperation with the Mekong River Commission.
3. Vietnam Mekong Committee:
- Popularize and guide relevant ministries, sectors, and localities to thoroughly grasp and correctly implement the Mekong Agreement.
- Collect and compile all issues related to the implementation of the contents of the Mekong Agreement.
- Work with the Mekong River Commission on issues related to the spirit of Decision No. 860/TTg dated December 30, 1995 of the Prime Minister on the functions, responsibilities, authorities, and organizational structure of the Vietnam Mekong Committee.
- Regularly report to the Prime Minister on matters related to the implementation of the Mekong Agreement.
Implementing the Agreement on Cooperation for Sustainable Development of the Mekong River Basin is an urgent and important task. The Vietnam Mekong Committee shall cooperate with localities within the Mekong River Basin and relevant ministries and sectors to promptly and effectively implement this Directive.
