DECISION

Regarding the issuance of the Business Management Regulations for Gasoline and Diesel Oil

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 44/2001/NĐ-CP dated August 2, 2001 of the Government amending and supplementing certain articles of Decree No. 57/1998/NĐ-CP dated July 31, 1998;

Pursuant to Decree No. 11/1999/NĐ-CP dated March 3, 1999 of the Government on prohibited goods, prohibited commercial services, restricted business goods and services, and conditional business operations;

To build a stable supply system for gasoline and diesel oil that gradually aligns with a market mechanism under state management, ensuring national energy security, and balancing gasoline and diesel oil supply to meet the needs of the national economy and social consumption;

Considering the proposal of the Minister of Trade,

DECISION:

Article 1. The Business Management Regulations for Gasoline and Diesel Oil are hereby issued together with this Decision.

Article 2. This Decision takes effect from January 1, 2004. The Ministers of Trade, Finance, Science and Technology, Natural Resources and Environment, Planning and Investment, and Transport shall be responsible for issuing related documents as stipulated in the Business Management Regulations for Gasoline and Diesel Oil attached to this Decision, ensuring their synchronous implementation when this Decision comes into force. All provisions contrary to those set forth in the attached Business Management Regulations for Gasoline and Diesel Oil are hereby abolished.

Article 3. The Ministers, Heads of ministerial-level agencies equivalent to ministries, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities, and General Directors of enterprises engaged in gasoline and diesel oil business are responsible for implementing this Decision./.
