Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Statistics dated June 26, 2003;

Considering the proposal of the General Statistics Office Director.

DECISION:

Article 1. Organizing the Comprehensive Survey of Economic, Administrative, and Public Service Units in 2007 throughout the country to collect basic information about economic, administrative, and public service units for serving work, strategic planning, and economic and social development policies of the Party and the Government.

Article 2. The survey contents include:

1. Quantity and basic indicators (name, location, type of unit, form of ownership, organizational form of operation, business activities...) of economic units (excluding units in the agriculture, forestry, and fisheries sectors which were surveyed in the Comprehensive Rural, Agricultural, and Fisheries Survey in 2006), administrative agencies, public service units, Party organizations, mass organizations, associations, etc., throughout the country;

2. Quantity and professional level of labor, some indicators on gender statistics;

3. Basic indicators on the results of production and business activities (income, revenue, capital sources, assets, etc.);

4. Main indicators on equipment status and application of information technology, etc.;

Article 3. The data collection period for the comprehensive survey starts from July 1, 2007 to July 20, 2007.

Preliminary results of the comprehensive survey will be announced in December 2007, while the official results will be announced in July 2008.

Article 4. Establishing the Steering Committee for the Comprehensive Survey of Economic, Administrative, and Public Service Units at the central and provincial levels to direct and organize the implementation of the survey.

1. The Central Steering Committee is headed by the Director General of the General Statistics Office; Deputy Ministers of the Ministries of Planning and Investment, Finance, National Defense, Public Security, and the Deputy Head of the Central Economic Commission participate as members.

2. The Provincial Steering Committee is established by the Chairman of the People's Committee of the province, headed by a Deputy Chairman of the People's Committee of the province; the Provincial Statistics Bureau Director serves as Deputy Head, and representatives of relevant provincial functional agencies serve as members.

Article 5. The budget for implementing the Comprehensive Survey of Economic, Administrative, and Public Service Units in 2007 shall be sourced from the central government budget.

Article 6. Responsibilities of ministries, sectors, and localities

1. The General Statistics Office, as the permanent body of the Steering Committee, is responsible for assisting the Central Steering Committee in developing the survey plan and content; leading and coordinating with related ministries, sectors, and localities to implement the comprehensive survey, compiling, and reporting.

2. The Ministry of Public Security and the Ministry of National Defense conduct vertical surveys based on the Central Steering Committee's comprehensive survey plan and submit results to the Central Steering Committee for national consolidation.

3. The Ministry of Planning and Investment and the Ministry of Finance coordinate with the General Statistics Office to allocate funds for the comprehensive survey within the General Statistics Office's total budget for 2007; inspecting and guiding the General Statistics Office to use the survey budget in accordance with the State Budget Law.

4. Relevant ministries, sectors, and People's Committees of provinces and centrally-administered cities are responsible for organizing and directing the implementation of the comprehensive survey uniformly according to the guidance of the Central Steering Committee.

Article 7. This Decision takes effect 15 days after its publication in the Official Gazette.

Article 8. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Heads of central bodies of political and political-social organizations, Chairmen of People's Committees of provinces and centrally-administered cities are responsible for implementing this Decision.
