Pursuant to the Law on Government Organization, dated September 30, 1992;
Considering the proposal of the Chairman of the People's Committee of Son La Province at the report No. 1520/TT-UB dated October 2, 2000, and the letter No. 1363/UB dated August 2, 2001; and the proposal of the Minister of Planning and Investment at the letter No. 7780/BKH/QLKT dated November 15, 2001,
DECISION:
Article 1. The Loóng Sập Border Economic Zone (Pa Háng) includes Loóng Sập Commune under Mooc Bai District.
The Chiềng Khương Border Economic Zone includes Chiềng Khương Commune under Song Ma District.
Article 2. The Loóng Sập Border Economic Zone and the Chiềng Khương Border Economic Zone shall apply Decision No. 53/2001/QĐ-TTg dated April 19, 2001 of the Prime Minister regarding policies for border economic zones.
In addition, the Central Budget will support the Province annually (for the first five years) to invest in some infrastructure projects in the Loóng Sập Border Economic Zone and the Chiềng Khương Border Economic Zone. The specific investment amount shall be calculated by the Ministry of Planning and Investment in coordination with the People's Committee of Son La Province based on projects approved by competent authorities.
Article 3. During the implementation process, the People's Committee of Son La Province shall be responsible for:
- Coordinating closely with the Ministry of National Defense and the Ministry of Public Security to implement well related projects concerning national defense and security. - Prioritizing the order of investment construction of projects and project components to use effectively. - Taking the lead and coordinating with relevant ministries and sectors to conduct evaluations of the application of the aforementioned policies and make recommendations.
This Decision shall take effect fifteen days from the date of signature.
Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, and the Chairman of the People's Committee of Son La Province are responsible for implementing this Decision.
