Pursuant to Decree No. 118/2008/ND-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decision No. 149/QD-TTg dated January 25, 2011 of the Prime Minister on providing famine relief rice to the people during the Lunar New Year Year of the Metal Rabbit and the following year 2011;
At the request of the Director General of the State Reserve Administration,

Article 1. The National Reserve Corporation shall allocate (without charge) 3,730 tons of rice from the national reserve to support the localities to provide famine relief to the people during the Lunar New Year and the following year 2011, specifically:
- Yen Bai Province: 1,000 tons.
- Ninh Binh Province: 1,730 tons.
- Ninh Thuan Province: 1,000 tons.
Article 2. The National Reserve Corporation shall coordinate with the People's Committees of the provinces mentioned above to promptly organize the delivery and receipt of rice at district centers according to the provincial allocation plan; simultaneously compile the budget estimate for the emergency allocation expenses, submit it to the Ministry for approval and implementation.
The National Reserve Corporation shall reduce the state reserve capital by the amount of 3,730 tons of rice mentioned above at the accounting price currently being tracked in the accounting books and report the final settlement of the relief goods in accordance with regulations.
Article 3. This Decision takes effect from the date of signature. The Director of the National Reserve Corporation, the Head of the State Budget Department, the Head of the Planning and Finance Department, the Director of the Price Management Department, and the Director of the Ministry's Office are responsible for implementing this Decision./.
