Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 22/1998/QĐ-TTg dated January 26, 1998 approving the overall planning of Vietnam National University, Hanoi, in the Mieu Mon - Xuan Mai - Hoa Lac - Son Tay urban area;
Pursuant to Decision No. 667/QĐ-TTg dated August 21, 1997 of the Government approving the overall planning of the Ethnic Cultural and Tourism Village;
Pursuant to Decision No. 198/1998/QĐ-TTg dated October 12, 1998 of the Government on the establishment of the Hoa Lac High-Tech Park; approving the overall planning and Project Investment Phase 1, Stage I of the Hoa Lac High-Tech Park;
To accelerate the progress of land clearance for construction of the Hoa Lac High-Tech Park, Vietnam National University, Hanoi, and the Ethnic Cultural and Tourism Village,
DECISION:
Article 1. Establish the Steering Committee for Land Clearance for the Hoa Lac High-Tech Park, Vietnam National University, Hanoi, and the Ethnic Cultural and Tourism Village (hereinafter referred to as the Steering Committee for Land Clearance for Projects in the Hoa Lac Area) to assist the Prime Minister in comprehensively directing activities related to compensation, relocation, resettlement, and land clearance for the areas designated for construction of the Hoa Lac High-Tech Park, Vietnam National University, Hanoi, and the Ethnic Cultural and Tourism Village.
Article 2. The members of the Steering Committee for Land Clearance for Projects in the Hoa Lac Area include:
Chairman: Chairman of the People's Committee of Ha Tay Province,
Deputy Chairman: Deputy Chairman of the People's Committee of Ha Tay Province,
Members:
- Vice Minister of Science, Technology and Environment concurrently serving as Director of the Management Board of the Hoa Lac High-Tech Park,
- Vice Minister of Culture, Sports and Tourism concurrently serving as Director of the Management Board of the Ethnic Cultural and Tourism Village Project,
- Deputy Director of Vietnam National University, Hanoi concurrently serving as Director of the Management Board of the Vietnam National University, Hanoi Project,
- Vice Minister of Construction,
- Head of the Operations Department - General Staff Department, Ministry of Defense,
- Deputy Chief of the Land Administration General Department,
Secretary and Head of the Steering Committee for Land Clearance for Projects in the Hoa Lac Area is a representative of the People's Committee of Ha Tay Province.
The Chairman of the Steering Committee for Land Clearance for Projects in the Hoa Lac Area shall report to the Prime Minister the list of specific members of the Committee after reaching consensus with the aforementioned agencies.
Article 3. The Steering Committee for Land Clearance for Projects in the Hoa Lac Area has an office providing assistance located at the headquarters of the People's Committee of Ha Tay Province, using the seal and account of the People's Committee of Ha Tay Province. Agencies participating in the Steering Committee assign staff to work at the Steering Committee Office on a part-time basis. The operating budget of the Steering Committee is provided from the state budget through the budget of Ha Tay Province.
Article 4. The Chairman of the Steering Committee for Land Clearance for Projects in the Hoa Lac Area is responsible for comprehensively directing the activities of the Steering Committee to ensure the progress of land clearance for projects as prescribed; issuing operational regulations for the Steering Committee and its Office; reporting quarterly to the Prime Minister on the activities of the Steering Committee and issues within the Prime Minister's jurisdiction. The Deputy Chairman assists the Chairman in performing assigned tasks. Members of the Steering Committee are responsible for participating in building the content and plans for the activities of the Steering Committee and directing the implementation of assigned tasks, tasks within their responsibility and field of activity.
Article 5. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
Article 6. Ministers of the Ministries of Science, Technology and Environment, Culture, Sports and Tourism, Construction, Planning and Investment, Finance, National Defense; Chief of the Land Administration General Department; Chairman of the People's Committee of Ha Tay Province and Director of Vietnam National University, Hanoi are responsible for implementing this Decision./.
