PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Statistics dated June 26, 2003;

Considering the proposal of the General Statistics Office Director,

DECISION:

Article 1. Organizing the General Rural, Agricultural, and Aquaculture Census for 2006 throughout the country to collect basic information about rural areas, agriculture, and aquaculture to serve planning work, policy formulation, and economic and social development strategies.

Article 2. The contents of the census include:

1. Basic information of households in rural areas;

2. Rural infrastructure and the situation of industrialization and modernization of agriculture and rural areas;

3. Current state of farm economies; enterprises, agricultural, forestry, and aquaculture cooperatives;

4. Basic situation and production capacity of the aquaculture sector;

5. Income structure, investment capital in 2005, accumulated capital, and capital-raising ability of households in rural areas;

6. Results and efficiency of production of key crops and livestock; data evaluating sustainable development.

Article 3. The data collection period for the General Census begins from July 1, 2006 to July 30, 2006.

Preliminary data will be published in December 2006, while the official results will be announced in December 2007.

Article 4. Establishing the Central Steering Committee and Provincial Steering Committees for the General Rural, Agricultural, and Aquaculture Census to direct and organize the implementation of the General Census.

The Central Steering Committee is headed by the Director-General of the General Statistics Office; Deputy Ministers of the Ministries of Planning and Investment, Finance, Agriculture and Rural Development, and Fisheries are members. The Provincial Steering Committee is headed by a leader of the People's Committee; the Provincial Statistics Bureau Director serves as Deputy Head with the participation of relevant provincial agencies.

Article 5. Responsibilities of ministries, sectors, and localities

1. The General Statistics Office, as the permanent body of the Steering Committee, is responsible for assisting the Central Steering Committee in developing the census plan and content; leading and coordinating with related ministries, sectors, and localities to implement the General Census, compiling and announcing the census results.

2. The Ministry of Planning and Investment and the Ministry of Finance shall coordinate with the General Statistics Office on the budget for the General Census to allocate it within the total budget of the General Statistics Office for 2006.

3. Relevant ministries, sectors, and People's Committees of provinces and centrally-administered cities are responsible for organizing and directing the implementation of the General Census uniformly according to the guidelines of the Central Steering Committee.

Article 6. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 7. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial People's Committees under the central government are responsible for implementing this Decision.
