Building the Lao Bao Economic and Trade Encouragement Area (referred to as the Lao Bao Trade Zone) in Quang Tri Province until 2020 with the following main contents:

Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to the Urban Management Planning Regulation issued together with Decree 91/CP dated August 17, 1994 of the Government;
To concretize the provisions of the Regulation on the Economic and Trade Encouragement Area of Lao Bao, Quang Tri Province issued together with Decision No. 219/1998/QĐ-TTg dated November 12, 1998 of the Prime Minister; to establish a basis for land management and use, investment planning and development, urban construction management, rural residential areas, infrastructure, environmental protection; to promote the process of economic development in conjunction with national defense security.
DECISION:
Article 1. The Lao Bao Trade Zone is adjacent to the border of Savannakhet Province (Lao People's Democratic Republic), along National Highway 9, west of Quang Tri Province, including the administrative territory of Lao Bao Town, Khe Sanh Town, and five communes: Tan Thanh, Tan Long, Tan Lap, Tan Lien, and Tan Hop (Huong Hoa District), Quang Tri Province. The natural area of the planning research region: 15,804 hectares.
1. Objectives:
- It is an encouraged economic and trade development area and an important international border gate, playing a role in promoting economic and trade cooperation between Vietnam, Laos, and other countries;
2. Scope of study and spatial development orientation:
- It is an important domestic and international road transport hub;
3. Nature:
- It is one of the economic centers of Quang Tri Province;
- It has a very important position regarding security and defense.
- By 2010: approximately 40,000 people;
- By 2020: approximately 55,000 people, including:
4. Population Scale:
+ Lao Bao Town: approximately 20,000 people;
+ Khe Sanh Town: approximately 15,000 people;
+ Rural residents in five communes: approximately 20,000 people.
5. Orientation for spatial development:
a. Urban system and rural residential points:
- Lao Bao Town has an urban construction area of about 550 hectares, including Lao Bao Town and the Lao Bao Service and Trade Zone;
- Khe Sanh Town is the district capital of Huong Hoa District, with an urban construction area of about 420 hectares;
- The central market towns of the communes mainly lie along National Highway 9; the total construction area of rural residential areas in five communes is about 250 hectares.
b. Functional zones:
- The Lao Bao Service and Trade Zone (about 100 hectares): located in Lao Bao Town, including an international exhibition center, a clean industrial zone, the Lao Bao Trade Center, product display shops, recycling facilities, bonded warehouses.
- Border gates:
+ At the Lao Bao border gate, arrange a joint inspection station, border management agencies, service facilities, bonded warehouses;
+ Arrange a multi-sector inspection station in Tan Hop Commune with the function of managing and inspecting import and export, collecting taxes, joint inspections, and border management.
- Industrial zones include:
+ A clean industrial zone in Lao Bao Town (about 21 hectares);
+ An industrial zone in Khe Sanh Town (about 10 hectares);
+ An industrial zone in Tan Thanh Commune (about 50 hectares).
- The administrative center of Huong Hoa District combined with the administrative center of the Lao Bao Trade Zone is arranged in Khe Sanh Town.
- The cultural, sports, tourism, service, education, training, and healthcare center of Huong Hoa District and the Lao Bao Trade Zone is arranged in Khe Sanh Town.
- Defense land: Allocate land to meet the requirements of national security and defense according to the needs of the Ministry of National Defense and the Ministry of Public Security.
- Protect protective forests, ecological forests, and agricultural and forestry areas to ensure a sustainable ecological environment in the region.
6. Orientation for the development of technical infrastructure systems:
a. Transportation: Organize a synchronized and interconnected transportation network and key facilities; internal transportation within Khe Sanh Town, Lao Bao Town, and rural residential points.
b. Water supply: Water sources from the Se Pon River, A Chum Lake, and Khe Sanh Lake; in the future, water will be supplemented from Rao Quan Hydropower Reservoir to serve production and living needs in the area.
c. Electricity: Power supply from the national power grid; construct a 110 KV high-voltage transmission line from Dong Ha to Lao Bao.
d. Drainage and environmental sanitation: Organize drainage networks and wastewater treatment at towns and industrial zones to ensure environmental hygiene in the region.
7. Initial construction phase until 2010:
Prioritize the construction of the technical infrastructure system of the Lao Bao Trade Zone, including:
- Project for resettlement of about 100 households to clear land for the construction of the Lao Bao Service and Trade Zone;
- Investment project for common key technical infrastructure works throughout the area and technical infrastructure works for the Lao Bao Service and Trade Zone;
- Investment project for the border area such as: National Gate, Lao Bao Border Guard Post, Tan Hop Inspection Station, border management agencies;
- Investment project for the Lao Bao Service and Trade Zone;
- Investment project for housing construction and social welfare facilities.
8. Main solutions:
To implement the orientation of the general planning as proposed, the People's Committee of Quang Tri Province needs to organize implementation and research comprehensive measures on mechanisms and policies suitable to the conditions of the area, according to Decision No. 219/1998/QĐ-TTg dated November 12, 1998 of
the Prime Minister to mobilize domestic and foreign resources; concretize through land use planning projects, detailed planning of functional zones, and investment projects; develop long-term, medium-term, and short-term plans to manage and control.
The People's Committee of Quang Tri Province shall strictly monitor the implementation of the planning. Central ministries and sectors have the responsibility to coordinate and support localities during the implementation process to ensure consistency between the orientation of the general planning for the Lao Bao Trade Zone and the strategy and planning for the development of various economic, technical, and social sectors, consistent with the socio-economic development planning of the province, the North Central region, and the whole country. The Prime Minister aims to mobilize domestic and foreign resources; specifically through land use planning projects, detailed planning for functional zones, investment projects; developing long-term, medium-term, and short-term plans for management and control.
Article 2. The People's Committee of Quang Tri Province shall strictly monitor and oversee the implementation of the planning. Central Ministries and sectors have the responsibility to coordinate and support localities during the implementation process to ensure consistency between the overall construction orientation of the Lao Bao Trade Zone with the strategic and planning development of various economic, technical, and social sectors, aligning with the socio-economic development planning of the province, the North Central region, and the entire country.
Direct the Chairman of the People's Committee of Quang Tri Province to approve the design planning dossier, issue the Construction Management Regulations according to the general construction planning orientation for the Lao Bao Trade Zone until 2020, after obtaining the unified opinion of the Ministry of Construction; organize the announcement of the general planning orientation for public knowledge, inspection, and implementation.
Article 3. This Decision takes effect fifteen days from the date of signature. The Chairman of the People's Committee of Quang Tri Province, Ministers, Heads of ministerial-level agencies, and government-affiliated agencies are responsible for implementing this Decision.
