The Regulations on Types of Refrigerator Assembly and Production shall take effect from the date of signing and will be supplemented and amended as necessary according to production development requirements and management needs.DECISION:
Article 1. TYPES OF REFRIGERATOR ASSEMBLY AND PRODUCTION

REGULATIONS
1.1. This document specifies types of refrigerator assembly and production, serving as a basis for determining import taxes to encourage technological investment and labor utilization in Vietnam.
1.2. Types of refrigerator assembly and production are defined based on the degree of disassembly of components (component groups), the ratio of domestically produced components (component groups) to imported components (component groups), assembly technologies, manufacturing capabilities of the facility, and the ability to inspect and calibrate usage characteristics as well as quality standards of refrigerators after assembly.
1- GENERAL PROVISIONS
1.3. The list of components and component groups, as well as accompanying drawings in the appendices of this document, only illustrate typical structures simulating the degree of disassembly for each type of assembly, without implying specific structural and shape meanings of the components and component groups.
1.4. The quantity and list of components and component groups specified in this document apply to the most common types of refrigerators. If the assembly or production facility uses components or component groups different from those specified in this document, the evaluation of the assembly type of the facility will not consider such components and component groups.
1.5. The assembly or production facility must meet current hygiene and environmental conditions. Particularly noted: the cooling medium (gas) must comply with international conventions on ozone layer protection and must be included in the list of permitted substances for use in Vietnam as prescribed by the Ministry of Science, Technology, and Environment.
2. TYPES OF ASSEMBLY
There are the following types of refrigerator assembly:
2.1. Type of SKD Assembly
The SKD refrigerator assembly type has the following features:
The refrigerator body is fully assembled together with the condenser and evaporator.
The refrigerator doors are fully assembled together with seals, trays, and supports for bottles. Doors are assembled with the body in working condition.
The shelves, vegetable trays, and ice-making trays are separate.
The compressor and filter are separate from each other and separate from the condenser and evaporator.
The electrical system is fully assembled.
Components requiring painting or plating have been painted or plated.
The SKD refrigerator assembly facility must have equipment to test the following technical criteria:
Electrical safety of the refrigerator;
Cleanliness of the cooling system before gas charging (vacuum level);
- Required amount of gas for charging the cooling system;
Tightness of welding joints;
Cooling capacity of the refrigerator.
Note: The list of components and component groups in the SKD assembly type is specified in Appendix 1.
2.2. Type of CKD Assembly
The CKD refrigerator assembly type has the following features:
a) Refrigerator body group: all components and component groups constituting the body and lid of the refrigerator must be separate except for joints made by welding, riveting, folding edges, or special adhesives where disassembling the joint would damage the connection of the components or component groups according to design.
b) Cooling group: all components of the cooling group such as the compressor, condenser, evaporator, and filter are separate.
c) Electrical group: all components of the electrical group such as plugs, wires, relays, lighting systems... must be separate.
d) Requirements for testing the quality of refrigerators after assembly: the assembly facility must have reliable equipment to test the following technical criteria:
Cleanliness of the cooling system before gas charging (vacuum level);
Moisture check of the cooling group before gas charging;
Required amount of gas for charging the cooling system;
Check starting and operating currents;
Cooling capacity of the refrigerator.
Note: The list of components and component groups in the SKD assembly type is specified in Appendix 1.
Cooling capacity of the refrigerator (including cooling speed and temperature at various operating modes).
Note: The list of components and component groups in the CKD assembly type is specified in Appendix 2.
2.3. Type of IKD Assembly
The IKD refrigerator assembly type has the following features:
Refrigerator body group: the entire body and doors of the refrigerator must be produced in Vietnam.
Cooling group: similar to the CKD assembly type.
Electrical group: similar to the CKD assembly type.
Requirements for testing the quality of refrigerators after assembly: similar to the CKD assembly type.
Note: The list of components and component groups in the IKD assembly type is specified in Appendix 3.
IMPLEMENTATION PROVISIONS
3.1. The quality of household refrigerators assembled from parts must ensure equivalent quality to complete imported products of the same type. Production facilities must comply with all current requirements for product quality registration.
3.2. Refrigerator assembly facilities must have corresponding technological conditions to organize production and ensure product quality inspection before shipment.
3.3. This document takes effect from the date of signing. It will be supplemented and amended as necessary according to production development requirements and management needs./.
