DIRECTIVE

Regarding the redirection of information work in the new situation

Since the restoration of the information sector, information work has developed significantly and contributed positively to propaganda and mobilization for the entire population to implement the policies and guidelines of the Party and State, especially during the previous anti-war campaign. However, in recent years, due to incorrect understanding of information work, unstable organization of information, and limitations in implementing the tasks of the information sector, there have been shortcomings, leading to a general decline in information work, particularly at the grassroots level, except for some localities where the Party committees and local administrative bodies have paid attention and provided guidance.

Currently, the people's resistance war against America to save the country is at its most intense stage. More than ever, information work must be redirected strongly to inspire everyone to unite in combat and production, enthusiastically advance, and accomplish outstanding tasks in national defense, security, transportation, agricultural and industrial production, etc.

Information work must actively contribute to ensuring that every citizen promptly understands the situation and tasks, our strengths and significant victories, the weaknesses and atrocities of the enemy, our policies and measures to overcome all difficulties to defeat the American invaders. Information work must also promptly counteract the enemy's psychological warfare, correct harmful rumors, especially in cities, towns, densely populated areas, and fierce battle zones.

To fulfill the above tasks, it is necessary to focus on the following main actions:

1.Vigorously promote oral propaganda on current events and policies widely among cadres, party members, and the masses, combining with guiding and organizing good reading of newspapers and listening to radio broadcasts.

Re-establish mobile information teams at the grassroots, district, and provincial levels to undertake vanguard propaganda missions and serve as core forces to promote information and mobilization activities, especially in fierce battle zones, important transportation routes, and weak grassroots areas.

2.Maintain the state broadcasting system, sustain and develop cooperative station broadcasting systems where conditions permit, while emphasizing simple and mobile broadcasting means (such as loudspeakers, radios, etc.).

3. Develop various forms of bulletin boards, slogans, banners, propaganda posters, victory maps; intensify small exhibition and projection activities.

4.Pay attention to coordinating with relevant sectors to organize well-motivating mass activities (such as drills, demonstrations, action weeks, etc.) with practical slogans and goals.

Information activities must be concise, lightweight, dispersed, and suitable for wartime conditions.

5.It is necessary to strengthen organization and direction, specifically:

a) Leadership at all levels should establish mechanisms to ensure that information officers promptly grasp the situation, policies, and guidelines of the Party and State.

At each period, review and outline directions for information work activities.

b) Urgently strengthen the information system at all levels, focusing on districts and grassroots. In places where the information organization is too weak, supplement capable and experienced information officers.

In provinces and cities where information and culture have been unified, apart from the direct leader responsible for information work, sufficient specialized staff should be ensured for information activities.

In places maintaining separate information agencies, these agencies need to be strengthened appropriately to better fulfill the tasks outlined in this directive.

Measures should be taken to strengthen the organization of information at village and enterprise levels, assigning capable staff to oversee information work, and selecting some party members and youth members as core forces for the grassroots information network. Attention should be given to utilizing evacuated or redeployed cadres effectively for information work at the grassroots level.

Promptly address requirements for materials, equipment, budget, and necessary regulations for information work as stipulated in Decision No. 15-TTg/VG dated January 25, 1966, of the Government Prime Minister.

The Government requests relevant central sectors and local administrative bodies at all levels to recognize the importance of information work in the new situation, fully implement previous directives and resolutions of the Central Party and Government regarding information work, and strictly plan the implementation of this directive.
