DECREE-LAW

No. 18 B dated January 31, 1946

THE CHAIRMAN OF THE PROVISIONAL GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM

Considering the necessity to issue Vietnamese banknotes as a foundation for national finance where conditions permit;

In response to the request of the Central Committee of Administration and the proposal of the Minister of Finance, after the Council of Ministers' approval;

ISSUES THE DECREE-LAW:

Article 1: The issuance of Vietnamese banknotes will take place in South Central Vietnam south of the 16th parallel.

Article 2: The issuance of Vietnamese banknotes shall be organized and controlled by the Central Committee of Administration.

Article 3: Anyone who forges or engages in actions that undermine the value of Vietnamese banknotes will be brought before a military court.

Article 4: The Minister of Finance, the Minister of Interior, the Minister of Justice, and the Central Committee of Administration are responsible for implementing this Decree-Law.
