CIRCULAR
Circular No. 19/1997/TC-HCSN dated April 14, 1997 of the Ministry of Finance guiding the management and use of training funds under the National Program on Information Technology

Implementing Decision No. 211/TTg dated April 7, 1995 of the Prime Minister approving the National Program on Information Technology - Overall Plan until 2000.
Based on Decision No. 531/TTg dated August 8, 1996 of the Prime Minister regarding the management of National Programs, the Ministry of Finance guides the work of managing and using state budget funds for training activities under the National Program on Information Technology Development as follows:
I. GENERAL PROVISIONS
- Training is a necessary activity of the National Program on Information Technology Development aimed at providing and enhancing basic knowledge about information technology for researchers and users to apply equipment in state administration and unit operations.
- The training funds for information technology belong to the funds of the National Program on Information Technology Development, which are balanced into the State Budget and allocated annually to ministries, sectors, and localities according to the training targets approved by competent authorities.
II. SPECIFIC PROVISIONS
1. Scope and Objectives of Training:
The subjects to be trained under the National Program on Information Technology Development include:
- Leaders of agencies and units.
- Staff specializing in using information technology in their work.
- Information technology specialists.
These subjects will be sent for centralized training according to the planning and plans of their agencies and units and the training targets announced with a unified training program content (annexed).
2. Planning Work:
- Based on the scope and application objects of this Circular, ministries, sectors, and localities shall develop planning, plans, and budget estimates for annual training activities and incorporate them into the annual plan of the Information Technology Development Program of their ministry, sector, or locality, to be submitted to the Steering Committee of the National Program on Information Technology Development for approval and consolidation into the national annual plan of the National Program on Information Technology Development, to be sent to the Ministry of Finance and the Ministry of Planning and Investment.
- The Steering Committee of the National Program on Information Technology Development is responsible for developing training planning nationwide, together with the Ministry of Finance allocating training funds to each ministry, sector, and locality based on the total budget of the Information Technology Program announced by the Government after the National Assembly's approval.
3. Content and Levels of Expenditure for Training:
3.1. The expenditure content for training includes:
- Printing costs for materials and courseware serving classes according to the training program.
- Payment for lecturers' and experts' remuneration.
- Rent for venues and machines (if applicable).
- Costs for managing and organizing classes (including printing costs for certificates, office supplies serving teachers' lectures, organizing opening and closing ceremonies of the class).
3.2. Levels of Expenditure for Training Classes:
The levels of expenditure are specified for different training classes, specifically:
+ Level of expenditure for one class with leaders as the target: 7,750,000 VND.
+ Level of expenditure for one class with users as the target: 8,525,000 VND.
+ Level of expenditure for one class with IT specialists as the target: 16,000,000 VND.
Specific levels of expenditure for each content and number of students per class (detailed in the attached guidance annex).
Training institutions for information technology assigned training tasks, and units with venues and computer networks shall not be charged for machine rental and venue rental costs.
4. Duration and Content of Training:
The duration and content of training are specified for each class with different targets, specifically:
+ For leaders: Training duration is 100 class hours.
+ For users: Training duration is 150 class hours.
+ For IT specialists: Training duration is 150 class hours per module.

5. Issuance, Settlement, and Management:
- Annually, based on the target financial indicators of the Information Technology Program announced by the Government to ministries and localities, the Ministry of Finance issues program target funds (including training funds) to central ministries and sectors, and through the Provincial Department of Finance and Price Control, issues funds to localities in Form 11 Clause 4.
- Ministries, sectors, and localities organizing training classes must ensure expenditures within the approved plan and current financial regulations.
- Settlement work: Units settle training funds within the settlement of the Information Technology Program target funds according to Decision No. 999-TC/QĐ/CĐKT dated November 2, 1996 of the Ministry of Finance on the accounting system for administrative and public service units:
+ At the central level: Ministries and sectors receiving state budget funds for the National Program on Information Technology Development (including training funds) must prepare quarterly and annual settlement reports along with the general settlement report of their ministry or sector, to be submitted to the Ministry of Finance, while also submitting the settlement report of the Information Technology Program funds to the Steering Committee of the National Program on Information Technology Development.
+ At the local level: Agencies and units receiving state budget funds for the National Program on Information Technology Development (including training funds) must prepare quarterly and annual settlement reports along with the general settlement report of their unit, to be submitted to the Provincial Department of Finance and Price Control. Simultaneously, they must submit the settlement report of the funds spent on the National Program on Information Technology Development to the Steering Committee of the National Program on Information Technology Development.
+ The Steering Committee of the National Program on Information Technology Development compiles the settlement report of the entire Program's funds quarterly and annually, to be submitted to the Ministry of Finance.
III. IMPLEMENTATION PROVISIONS
This Circular takes effect from 1997.
During implementation, if there are difficulties or obstacles, ministries, sectors, and localities are requested to reflect these to the Ministry of Finance for research and appropriate amendments.
