Pursuant to the Government Organization Law dated September 30, 1992;
Pursuant to Resolution No. 85/CP dated July 11, 1997 of the Government;
Pursuant to Decision No. 531/TTg dated August 8, 1996 of the Prime Minister on managing national programs;
The Government on managing national programs;
At the proposal of the Minister of Planning and Investment,
DECISION:
Article 1. The relevant ministries, agencies, and localities shall continue to implement and gradually transfer the objectives and tasks of the old national programs into their annual regular tasks from 1998 as follows:
1. The Ministry of Agriculture and Rural Development shall continue organizing the implementation of projects under Programs 327 and 773 and study transferring these tasks into the annual plan of the Ministry.
2. The Ministry of Fisheries shall continue organizing the implementation of projects related to aquaculture under Program 773 and study transferring these tasks into the annual plan of the Ministry.
3. Vietnam Television shall cooperate with People's Committees of provinces and centrally-administered cities to continue organizing the implementation of tasks under the Television Coverage Program and study transferring these tasks into the annual plans of the Television Station and localities.
4. Voice of Vietnam Radio shall cooperate with People's Committees of provinces and centrally-administered cities to continue organizing the implementation of tasks under the Radio Coverage Program and study transferring these tasks into the annual plans of the Radio Station and localities.
5. The Ministry of Education and Training shall continue organizing the implementation of tasks under the Education and Training Program and gradually transfer the objectives and tasks of this program into the annual plans of the Ministry and localities.
6. The Ministry of Culture, Sports and Tourism shall continue organizing the implementation of the Cultural Program and gradually transfer it into the annual plans of the Ministry and localities, and study proposing mechanisms and policies to concentrate on implementing projects to consolidate and develop cinema; investigate, collect, research, and promote national cultural heritage.
7. Responsibilities for continuing to organize the implementation of the Child Protection and Care Program are assigned as follows:
a. Transfer the objective of preventing malnutrition among children in the Child Protection and Care Program to the Ministry of Health for management.
b. Transfer the objective of caring for children in difficult circumstances to the Ministry of Labor, Invalids and Social Affairs and the Ministry of Public Security for management (the Ministry of Labor, Invalids and Social Affairs manages children in difficult circumstances; the Ministry of Public Security manages children who violate the law).
c. The Ministry of Culture, Sports and Tourism shall build and coordinate with the Ho Chi Minh Communist Youth Union to implement plans for developing recreational facilities for children in urban and rural areas.
The National Committee for Child Protection and Care shall focus on state management responsibilities, organize inter-sectoral coordination, planning, resource needs, and solutions for implementing child protection and care objectives; organize inspections and supervision of child protection and care work at all levels and sectors; organize the guidance of pilot models.
8. Responsibilities for continuing to implement the objectives and tasks of the Anti-Prostitution Program (05) and activities of the Anti-Drug Program (06), and the Comprehensive Plan for Preventing, Controlling, and Supervising Drugs (as per Decision No. 743/TTg dated November 14, 1995 of the Prime Minister) are assigned as follows:
a. People's Committees of provinces shall organize the implementation of the goal of eradicating opium poppy cultivation: implement economic and social development projects in regions that have eradicated opium poppy cultivation, linked to the local economic and social development plan. The Ministry of Planning and Investment and the Ministry of Finance shall be responsible for allocating funds annually for the implementation of this goal.
The Committee for Ethnic Minorities and Mountainous Areas shall be responsible for leading, coordinating with the Ministry of Agriculture and Rural Development to guide, inspect, and monitor the implementation of the goal of eradicating opium poppy cultivation in provinces, and propose specific mechanisms and policies to help ethnic minorities in mountainous areas transition their production structure in opium poppy eradication regions.
b. Under the direct leadership of the National Committee for Anti-Drug Control, the Ministry of Public Security shall lead, coordinate with border troops, customs forces, and local authorities to control and crack down on groups producing, trading, transporting, storing, and using drugs illegally. The Ministry of Public Security shall organize the crackdown on prostitution dens.
c. The Ministry of Labor, Invalids and Social Affairs shall lead, coordinate with relevant ministries and sectors to implement anti-prostitution tasks; direct the organization of drug rehabilitation suitable for different types of individuals and actual conditions in different localities; organize medical treatment, education, vocational training for community reintegration of drug addicts and prostitutes.
9. The Ministry of Construction shall cooperate with relevant ministries, sectors, and People's Committees of provinces and centrally-administered cities to continue implementing objectives related to providing clean water and improving urban environmental sanitation.
10. The Ministry of Health shall continue implementing objectives related to upgrading medical equipment, building and upgrading health stations, and studying transferring these objectives into the annual plans of the Ministry and localities.
Article 2. The change in management mechanism from old national programs to regular tasks of ministries, sectors, and localities shall be carried out gradually without causing organizational disruption, ensuring stability and continuity in program implementation.
In 1998, the planning and funding mechanism shall continue to be implemented according to Decision No. 531/TTg dated August 8, 1996 of the Prime Minister. From 1999, annual plans shall be developed according to general regulations of the Government.
For ongoing projects following production cycles, they shall continue to be implemented under the delegated expenditure mechanism of Decision No. 531/TTg dated August 8, 1996 of the Prime Minister until project completion, and no new projects shall be added to the program. New projects of any ministry or sector shall be directly included in their regular annual tasks for implementation.
Article 3. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.
The Ministers, Heads of ministerial-level agencies, Heads of government agencies, and Chairpersons of People's Committees of centrally governed cities shall be responsible for implementing this Decision.
