DECISION
Regarding amendments to certain Articles in the "Regulations on Compiling Graduation Examination Papers for General Secondary Education, Specialized Secondary Education, and Supplementary Secondary Education," issued together with Decision No. 44/1998/QĐ-BGDĐT dated August 5, 1998, by the Minister of Education and Training
Pursuant to Decree No. 15/CP dated March 2, 1993, of the Government on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;
Pursuant to Decision No. 15/1998/QĐ-BGDĐT dated April 1, 1998, of the Minister of Education and Training on the issuance of the "Examination Regulations for Graduation from General Secondary Education, Specialized Secondary Education, and Lower Secondary Education;"

Based on Decree No. 29/CP dated March 30, 1994 of the Government regarding the tasks, authorities, and organizational structure of the Ministry of Education and Training;
Amending certain Articles in the "Regulations on Compiling Graduation Examination Papers for General Secondary Education, Specialized Secondary Education, and Supplementary Secondary Education" issued together with Decision No. 44/1998/QĐ-BGDĐT dated August 5, 1998, as follows:
Article 1: Graduation examination papers for general secondary education (GSE), specialized secondary education (SSE), and supplementary secondary education (SSE) must meet the following requirements:
At the proposal of the Director of the General Secondary Education Department,
DECISION:
Article 1. Assessing basic knowledge, ability to apply knowledge, and practical skills of candidates within the scope of each program (mainly at the final grade level).
1. Article 1 shall be amended as follows:
The content of the examination papers must ensure scientific accuracy and coherence, reflecting the appropriate level of knowledge and skill requirements as determined in the curriculum of each subject. The wording must be clear and free of errors.
Distinguishing student proficiency levels and being suitable for the time allocated for each subject.
The difficulty level of the examination papers should be consistent with the average requirements of the curriculum, taking into account the actual conditions of students each year.
If the examination paper includes multiple questions, the points for each question must be noted on the examination paper: The total score for the entire paper is 10 points.
2. Amend Article 6 as follows:
Article 6: The Examination Paper Compilation Committee consists of the following members:
Chairperson: Deputy Minister of Education and Training. The Chairperson is responsible for organizing the compilation of examination papers; Approving examination papers permitted for use during the graduation examinations.
Vice-Chairpersons: Leaders of the Department of General Secondary Education and the Department of Continuing Education; assisting the Chairperson in administrative work and tasks delegated in writing by the Chairperson.
Secretaries: Specialists from the Departments of General Secondary Education and Continuing Education; assisting the leadership committee in organizing various tasks and directly managed by the leadership committee.
Question setters: Individuals who are proficient in the curriculum and student levels. Question setters are responsible for drafting graduation examination papers (official and backup papers) to be submitted to the Chairperson for approval. Question setters are personally accountable before the Chairperson and the law regarding the absolute confidentiality, accuracy, scientific nature, pedagogical aspects, and other requirements of the examination papers they are responsible for.
Each subject forms a team consisting of two question setters (with one team leader) collectively responsible for the subject examination papers. The team leader is responsible for assigning and managing the team's work during the compilation process.
Computer specialist: A person skilled in using computers. The computer specialist is responsible for preparing computer equipment (technical aspects) before the committee begins its work, such as checking computers, printers, removing viruses, installing software, etc. The computer specialist is accountable before the Chairperson and the law regarding the absolute confidentiality of the code key for floppy disks containing examination papers.
Computer typists: Individuals who assist question setters (those who cannot type themselves) in typing examination papers, guiding marking on computers before submitting to the Chairperson for approval. Typists are strictly responsible for maintaining the absolute confidentiality of examination papers they participate in typing.
3. Amend Clause 3 of Article 10 as follows:
Article 10: The process of compiling official examination papers proceeds as follows:
... 3) Question setters receive the required number of floppy disks and key sheets from the computer specialist and, together with the computer specialist, conduct a thorough check of their subject's floppy disk set by self-decoding, printing test samples according to the decoding guide written by the computer specialist and sent to the local reproduction committees. If no errors are found, the question setter will individually package, seal the floppy disk and key sheet in separate envelopes.
4. Amend Article 12 as follows:
Article 12: Marking guidelines are prepared according to the following procedure:
4)..."
1) Marking guidelines for each subject are drafted by question setters (and typists if necessary) on computers, printed for review to ensure there are no errors, and saved on floppy disks (original copies). The original floppy disks are transferred to the computer specialist.
2) The computer specialist consolidates marking guidelines for each type of examination paper (general secondary education, specialized secondary education, supplementary secondary education) onto floppy disks corresponding to each type according to the examination schedule.
3) Local reproduction committees may only open and reproduce the marking guideline floppy disks after the last subject of the examination period has been completed.
The Heads of the Office, Department of Organization and Cadres, Department of Planning and Finance, Department of General Secondary Education, Department of Continuing Education, Heads of related units, and members of the Examination Paper Compilation Committee are responsible for implementing this Decision./.
3) The Examination Council shall open the seal on the marking and printing guide disk only after the last subject of the examination period has been completed.
Article 2. This Decision shall take effect fifteen days from the date of signature. All previous regulations that conflict with this Decision are hereby abolished.
Article 3. The Heads of the Office, the Department Heads of the Organization-Cadre Department, the Planning-Finance Department, the General Secondary Education Department, the Continuing Education Department, the Heads of relevant units, and the members of the examination paper compilation team for graduation are responsible for implementing this Decision./.
