DIRECTIVE       

Regarding the strengthening of guidance for the admission examination

to universities, colleges, and specialized secondary schools in 2000

 

Admission is a significant and particularly important task for universities, colleges, and specialized secondary schools both technically and socially, as it involves many complex stages and affects numerous people and aspects of social life. To demonstrate the determination of the entire higher education and vocational education sector in implementing Resolution No. 2 and the Education Law, and to bring the admission process into a regular system, meeting society's legitimate demands for quality selection, ensuring accuracy, transparency, democracy, and social fairness, the Minister requests the Directors of National Universities, the Directors of Hue University, Da Nang University, and Thai Nguyen University, the Principals of universities, colleges, and specialized secondary schools, the Directors of Departments of Education and Training, and the Heads of units under the Ministry related to this matter to implement the following tasks:

1- Seriously assess the strengths and weaknesses of previous examinations, take measures to thoroughly address existing issues, and prevent recurring errors that could lead to societal criticism. Strengthen organizational and supervisory work and inspection to ensure the examination proceeds smoothly, orderly, safely, and in accordance with regulations.

2- Based on the current Admissions Regulations and related guiding documents from the Ministry of Education and Training regarding admissions work, prepare all necessary conditions for the examination, focusing on strictly inspecting all stages: test preparation, examination organization at the school, marking and re-marking tests, admission review, and summoning successful candidates.

3- Develop specific plans to work closely with local authorities and public security, electricity departments to seek support from these agencies in ensuring traffic safety and power supply during the examination days. Prepare proactive plans to handle situations involving rain or storms. In schools with suitable conditions, provide adequate accommodation for candidates who need to stay overnight.

4- Carefully check all stages of computerized work. Before the examination date, promptly resolve any errors or mistakes regarding candidates' surnames, names, registration numbers, examination rooms, and major codes, absolutely preventing any misalignment of candidate records.

5- Train invigilators and supervisors thoroughly. Find every solution to ensure the seriousness of examinations. Effectively implement measures to prevent cheating and proxy testing, and prevent the loss or mixing of candidates' answer sheets.

6- The preparation, use, marking, re-marking, admission review, and summoning of successful candidates must be carried out strictly according to the current Admissions Regulations and related guiding documents from the Ministry of Education and Training, especially in selecting members of the test preparation committee, evaluating the quality of test questions before printing, securing test questions, ensuring sufficient backup test questions, not exceeding the curriculum and difficulty level announced in the "Important Information about Admissions in 2000." Violations must be promptly and strictly handled according to the Regulations. After the examination, verify the results and files of all successful candidates.

7- Strictly adhere to the published examination schedule. During the examination period, ensure continuous communication between examination venues and the Admissions Board, between the Admissions Board and the Ministry's Admissions Steering Committee through the University Department (phone numbers: 04-8.692.392 and 04-8.681.386, fax number: 04-8.681.550) and the Secondary Specialized School and Vocational Education Department (phone number: 04-8.694.988), and with the Department of Education and Training (for local teacher training colleges and specialized secondary schools).

8- The Ministry's Admissions Steering Committee, the Chief Inspector of Education, the Heads of the University Department, the Secondary Specialized School and Vocational Education Department, and the Heads of relevant departments shall plan to organize effective inspection and supervision of the admissions examination at universities, colleges, and specialized secondary schools and personally bear responsibility before the Minister for assigned tasks and their implementation results.

9- Timely and appropriately reward those who have made significant contributions, actively and effectively completed assigned admission tasks.

In cases of serious violations of the Admissions Regulations, in addition to handling violators according to Article 35 of the Admissions Regulations, the Directors of universities, Principals, Chairmen of Admissions Boards, heads of relevant committees of the schools, Heads of units, and related officials of the Ministry of Education and Training will be subject to disciplinary action according to the Civil Servant Law based on the nature, severity of the violation, and individual responsibility for allowing such violations to occur.

In cases of serious violations of the Admissions Regulations, in addition to handling those who commit violations according to Article 35 of the Admissions Regulations, the Rectors of universities, Principals, Chairpersons of Admission Councils, Heads of relevant departments of schools, Heads of units, and related officials of the Ministry of Education and Training shall be subject to examination and handling according to the Civil Servant Ordinance regulations, depending on the nature, severity of the violation, and individual responsibility of each person for allowing such violations to occur.
