Article 2The Heads of the Department of Agricultural Science and Technology Management, the Head of the Department of Planning, the Director of the Ministry's Office, the Heads of units under the Ministry of Science, Technology, and Environment, and the Heads of related agencies and organizations shall be responsible for implementing this Decision.

4. The organizations and individuals proposed for selection are those with the highest ranked application files, but the average score must reach at least 70 out of 100 points, including a minimum average score of 50 out of 70 points for scientific and practical value.
a. Objectives:
Building scientific and technological capacity in biotechnology as a basis for receiving, adapting, mastering, improving, and developing biotechnology.
Developing basic technologies as a foundation for researching and developing product technologies.
Applying modern biotechnology to serve agricultural development, healthcare, and the establishment of a biotechnology industry.
b. Main contents:
Researching and applying molecular biological techniques to serve the breeding of crop varieties (researching the application of genetic technology to create high-yield, quality crop varieties resistant to pests and adverse conditions).
Researching and applying advanced technology to develop production processes for bio-fertilizers and pesticides for agricultural crops (synthetic bio-fertilizers, multifunctional bio-pesticides, disease diagnostic kits for crops, immunological technology for plants).
Researching the development of biotechnological techniques for breeding livestock varieties, preserving genetic resources, and biodiversity (researching molecular genetic techniques in breeding high-yielding livestock, cloning technology, disease-free aquaculture breeds).
Researching the production of livestock protection products using biotechnological techniques (new vaccines for livestock, disease diagnostic kits for livestock and antibiotics).
Researching the development of biotechnological preservation and processing technologies for agricultural products (new biotechnological preservation technologies for agricultural products, processing agricultural by-products into animal feed, processing agricultural products and food into high-value goods for human consumption).
Researching the improvement of vaccine and new bioproduct manufacturing technologies to serve humans (second-generation human vaccines, human medical bioproducts, DNA technology in criminal diagnosis, human disease diagnostic reagents).
