BASED ON DECISION NO. 64/2003/QD-TTg OF THE GOVERNMENT DATED APRIL 22, 2003 APPROVING THE PLAN FOR RADICAL REMEDIATION OF SEVERELY POLLUTING FACILITIES;
AT THE PROPOSAL OF THE DIRECTOR OF THE ENVIRONMENT PROTECTION AGENCY,

MINISTER OF NATURAL RESOURCES AND ENVIRONMENT
Pursuant to Decree No. 91/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
THIS DECISION ATTACHES REGULATIONS ON PROCEDURES FOR CERTIFYING SEVERELY POLLUTING FACILITIES THAT HAVE COMPLETED IMPLEMENTATION OF RADICAL REMEDIATION MEASURES PURSUANT TO DECISION NO. 64/2003/QD-TTg OF THE GOVERNMENT DATED APRIL 22, 2003.
THE ENVIRONMENT PROTECTION AGENCY SHALL COORDINATE WITH THE DEPARTMENTS OF NATURAL RESOURCES AND ENVIRONMENT TO DISSEMINATE THIS DECISION TO SEVERELY POLLUTING FACILITIES LISTED IN ANNEX 1 AND ANNEX 2 OF DECISION NO. 64/2003/QD-TTg OF THE GOVERNMENT DATED APRIL 22, 2003 FOR ORGANIZED IMPLEMENTATION.
DECISION:
Article 1. THE DIRECTOR OF THE ENVIRONMENT PROTECTION AGENCY, HEADS OF MINISTRY UNITS, DIRECTORS OF DEPARTMENTS OF NATURAL RESOURCES AND ENVIRONMENT, AND RELEVANT ORGANIZATIONS AND INDIVIDUALS ARE RESPONSIBLE FOR ENFORCING THIS DECISION./.
Article 2. The Environmental Protection Agency shall coordinate with the Departments of Natural Resources and Environment to disseminate this Decision to the entities causing serious environmental pollution listed in Appendix 1 and Appendix 2 of Decision No. 64/2003/QĐ-TTg dated April 22, 2003 of the Government Chairman for implementation.
Article 3. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 4. The Director of the Environmental Protection Agency, Heads of units under the Ministry, Directors of the Departments of Natural Resources and Environment, and related organizations and individuals are responsible for enforcing this Decision./.
