Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 71/2001/QĐ-TTg dated May 4, 2001 of the Prime Minister on national target programs for the period 2001-2005;

Considering the proposal of the Minister of Culture and Information (document number 2831/VHTT-KH dated July 25, 2001) and the Minister of Planning and Investment (document number 7114 BKH/VPTĐ dated October 22, 2001).

DECISION:

Article 1. Approve the "National Target Program on Culture until 2005" with the main contents as follows:

1. Objectives of the program:

a) General Objective:

- Preserve and promote outstanding cultural values of the nation.

- Build and develop cultural life at the grassroots level (wards, communes, towns, market towns, villages, hamlets...).

- Modernize film production, storage, and dissemination technology.

b) Specific Objectives:

- Effectively prevent the degradation and loss of cultural heritage. Invest in repairing, restoring, and building historical sites, scenic spots, and promote intangible cultural heritage into valuable cultural products for educational work on traditional history and cultural heritage, serving the general cultural needs of society and the specific needs of tourism development.

Continue to promote achievements in building and developing grassroots cultural information, especially in highland, remote, border, island, and ethnic minority areas. Ensure that there are no places lacking cultural activities; establish bright spots of cultural activities across various fields of social life.

- Create harmony between cultural preservation and development in building a modern Vietnamese culture rich in national identity.

- Modernize film production and dissemination technology. Improve the proficiency of technical staff in using modern equipment for film production and dissemination to enhance the quality of film works, meeting the increasingly high cultural consumption needs of the people and promoting Vietnamese films abroad.

2. Contents of the program:

It includes three main tasks:

1. Task of preserving, restoring, and promoting outstanding cultural heritage values of the nation. Includes three projects:

a) Project to combat deterioration and restore historical, revolutionary, and anti-war relics, including the following contents:

- Continue to preserve and restore historical, revolutionary, and anti-war relics, particularly those of special importance.

- Study and preserve relics using modern technology.

- Train managers, protectors, and organizers of activities at relics.

b) Project to collect, preserve outstanding intangible cultural values and build a database on intangible cultural heritage; including the following contents:

- Systematize intangible cultural heritage in localities.

- Collect comprehensively outstanding intangible cultural heritage of some localities and ethnic minorities.

- Research and revive and disseminate some traditional cultural and artistic forms.

- Establish a database on intangible cultural heritage.

- Train personnel for collecting and managing intangible cultural heritage.

c) Project to investigate, preserve some representative villages and traditional festivals of ethnic minorities. Including the following contents:

- Investigate and compile files on some representative villages of ethnic minorities that still retain many traditional cultural characteristics. Select and implement pilot conservation projects for 2-3 particularly representative villages.

- Support the organization of traditional festivals of ethnic minorities.

2. Task of building cultural life at the grassroots level, including four projects:

a) Project to build cultural information facilities at the grassroots level, establishing models of cultural information activities in villages and communes (prioritizing highland, remote, border, mountainous, and ethnic minority areas to narrow the gap in cultural enjoyment between regions), including the following contents:

- Equipment for the operation of cultural houses, village cultural centers, and mobile information teams.

- Provide transportation means for mobile cultural information activities (special purpose vehicles and cultural boats).

- Establish information clusters at border gates.

- Train personnel for grassroots cultural information work.

b) Project to promote the movement of building cultural villages and communes, including the following contents:

- Complete cultural standards for each type of grassroots unit.

- Establish a reward system for families, villages, communes, and wards achieving cultural standards.

- Develop mechanisms and policies for personnel engaged in cultural information work in highland, remote, and border communes.

c) Continue implementing the project to provide cultural information products to grassroots levels, including the following contents:

- Provide cultural information products to particularly difficult communes and boarding schools for ethnic minorities.

- Provide books to libraries in highland, remote, and border districts, piloting mobile bookshelves for provincial city libraries to circulate to grassroots libraries.

d) Project to cooperate with the Border Guard Command to strengthen cultural information activities along borders and islands, including the following contents:

- Equip border guard posts with cultural information facilities.

- Provide cultural information products and organize cultural information festivals for border guard posts.

3. Task of modernizing film production, storage, and dissemination technology, including projects:

a) Project to modernize film production, including:

Equip major central film studios with modern and synchronized equipment to produce stereophonic sound films.

b) Project to equip modern technology for film dissemination.

Equip modern stereophonic sound film projectors for some large cinemas; continue supplementing suitable projectors for mobile cinema teams operating in highland, remote, border, and island areas.

c) Project to train and improve proficiency in using modern equipment in film production and dissemination, including the following contents:

- Send technical staff specializing in modern film production and storage equipment for training abroad.

- Hire foreign experts to teach and improve the skills of technicians in using modern equipment in the film industry.

d) Project to equip some modern specialized means for preserving and storing films at the Institute of Arts and Film Archives of Vietnam.

4. Targets to strive for by 2005

- 30% of revolutionary historical and anti-war sites and particularly important architectural art sites continue to be invested in restoration and enhancement through various sources of capital.

- Collecting and archiving comprehensively the representative values of intangible cultural heritage of ethnic groups and traditional cultural values that are at high risk of disappearing.

- 80% of families meeting cultural standard criteria.

- 50% of villages and residential wards meeting cultural standard criteria.

- Building pilot cultural and sports centers in each mountainous, highland, remote, and far-flung province, with 2 to 3 centers per province.

- 100% border guard posts equipped with audio-visual equipment and some books for cultural and information activities; 50% of border guard posts becoming exemplary cultural points.

- Central film studios being invested in with modern production technology for film making.

- Cinemas in major cities, tourist centers, and provinces with existing cinemas and revenue potential being equipped with 300-inch film projectors, video projectors, and surround sound systems. Some 100-inch video projectors will be provided for mobile cinema teams operating in mountainous, remote, and far-flung areas.

- Film industry professionals and technical staff proficiently using modern film equipment installed for film production and dissemination.

3. Implementation period of the program:

From now until 2005.

4. Regarding funding for the program:

- State budget capital including investment in construction and operational expenses.

- Capital raised from local government budgets.

- Capital from enterprises and units.

- Contributions from the public and financial support from foreign organizations and individuals.

The Ministry of Planning and Investment and the Ministry of Finance shall coordinate with relevant agencies to allocate funds annually within the state budget's capacity; the Ministry of Culture and Information shall implement mechanisms and policies to mobilize resources to carry out the program according to the set schedule.

Article 2. Based on this program, the Ministry of Culture and Information shall direct the preparation of specific projects to submit for approval by competent authorities in accordance with current regulations.

For the goal of modernizing film production, preservation, and dissemination technology, based on the approved national film development plan, the program should prioritize the dissemination and storage of films; large-scale project investments need to be separated and independently funded, not included in the program.

The conservation of representative cultural heritages of the nation is particularly important and urgent. The Ministry of Culture and Information shall base the prioritization of investment and conservation projects in the program on the significance and deterioration risks of each site.

Article 3.

1. Assign the Ministry of Culture and Information to manage and oversee the program; take the lead and coordinate with related ministries, sectors, and localities to organize the implementation of the program's projects; during the implementation process, effectively integrate with other economic, cultural, and social development programs in the region.

2. Management and operation mechanisms for national target programs on culture shall be implemented in accordance with Decision No. 42/2002/QĐ-TTg dated March 19, 2002, of the Government Chairman regarding the management and operation of national programs.

Article 4. This Decision takes effect fifteen days after the date of signature.

Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Committees are responsible for implementing this Decision.
