Decision No. 19/2005/QĐ-TTg Approving the List of Projects for Developing Trade in the Mekong Delta Region until 2010

DECISION OF THE PRIME MINISTER

Approving the List of Projects for Commercial Development in the Mekong Delta Region for the Period up to 2010 Based on Resolution No. 21/NQ-TW dated January 20, 2003 of the Politburo and Directive No. 14/2003/CT-TTg dated June 5, 2003 of the Prime Minister on the orientation, tasks, and solutions for economic and social development and ensuring national security and defense in the Mekong Delta region during the period from 2001 to 2010;

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Minister of Commerce and the Chairpersons of the People's Committees of provinces and centrally governed cities in the Mekong Delta region,

Approving the List of Projects for Commercial Development in the Mekong Delta Region for the Period up to 2010 with the aim of guiding localities in forming a reasonable and effective commercial infrastructure system (the List attached hereto).

DECISION:

Article 1. 1. The Chairpersons of the People's Committees of provinces and centrally governed cities in the Mekong Delta region shall base themselves on the List of Projects to prepare feasibility reports for each project, submit them to the competent authority for approval, and balance the sources of capital for implementation. For projects that have already had feasibility reports prepared, they must direct relevant sectors and levels to review each component of the project to make appropriate adjustments.

Article 2. Implementation organization:

2. Ministries and central agencies, based on their assigned functions and tasks, shall guide, coordinate, and create conditions for localities in the Mekong Delta region to implement projects according to the approved List.

For commercial development projects that meet the criteria for financial support from the central government, the Ministry of Planning and Investment shall coordinate with the Ministry of Finance to consider and supplement targeted funding from the central budget, thereby allocating it in the annual budget estimates of the locality in accordance with Clause b of Article 29 of Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the Law on State Budget. the Prime Minister.

4. During the implementation process, the People's Committees of localities in the Mekong Delta region shall adjust the names of projects to be consistent with Decision No. 1371/QĐ-BTM dated September 24, 2004 of the Ministry of Commerce regarding the issuance of the Rules on Trading Centers and Supermarkets; the Ministry of Commerce shall take the lead and coordinate with localities in the Mekong Delta region to examine and submit to the Prime Minister for adjustment of the List of Projects to align with the actual economic and social development of the localities.

Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of the People's Committees of provinces and centrally governed cities in the Mekong Delta region are responsible for implementing this Decision. The Prime Minister adjusts the List of Projects to be consistent with the actual economic and social development of localities.

Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 4. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, and Chairpersons of People's Committees of provinces and centrally governed cities in the Mekong Delta Region are responsible for implementing this Decision.
