Pursuant to the Ordinance on Posts and Telecommunications dated May 25, 2002;
Pursuant to Decree No. 160/2004/ND-CP dated September 3, 2004 of the Government detailing certain provisions of the Ordinance on Posts and Telecommunications regarding telecommunication;
Pursuant to Decree No. 90/2002/ND-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decree No. 179/2004/ND-CP dated October 21, 2004 of the Government stipulating state management of product and commodity quality;

Article 3. The Heads of the Office, the Directors of the Science and Technology Department, the Heads of units under the Ministry of Posts and Telecommunications, and related organizations and individuals are responsible for implementing this Decision./.
