DIRECTIVE
Regarding the preparation for the General Population and Housing Census at 00:00 on April 1, 2009

The Statistics Law stipulates that the General Population and Housing Census shall be conducted once every ten years. The results of the General Population and Housing Census at 00:00 on April 1, 1999 provided a substantial amount of basic and detailed information, serving as a foundation for developing economic and social development plans and policies and supporting management work across sectors and levels during the period from 2000 to 2010. To have a basis for evaluating the outcomes of implementing Party and State policies during the period from 2000 to 2010 and guiding the formulation of plans for economic and social development for the period from 2011 to 2020, the Prime Minister requests ministries, sectors, and provincial-level People's Committees to carry out specific tasks to prepare for the General Population and Housing Census at 00:00 on April 1, 2009:
1. The Ministry of Planning and Investment (General Statistics Office) shall take the lead and coordinate with relevant ministries and sectors to promptly implement preparatory work for the General Population and Housing Census nationwide at 00:00 on April 1, 2009. Preparatory work related to the development of plans and schemes for the census, including pilot surveys, must be completed by the second quarter of 2008.
2. The Ministries of National Defense, Public Security, and Foreign Affairs shall cooperate with the Ministry of Planning and Investment (General Statistics Office) to prepare and develop plans and schemes for the census concerning the population within their respective jurisdictions.
3. The Ministry of Finance shall prepare the budget for implementing the census and collaborate with the General Statistics Office to detail the budget for the census.
4. Provincial-level People's Committees shall cooperate with the Ministry of Planning and Investment (General Statistics Office) to conduct pilot surveys, accurately define and hand over administrative territorial boundaries, and effectively prepare for the General Population and Housing Census at 00:00 on April 1, 2009.
5. During the preparation process for the 2009 General Population and Housing Census, the Ministry of Planning and Investment (General Statistics Office) may seek technical and financial support from international organizations and countries. Such support must be balanced within the budget for the census.
After completing preparatory work, pilot surveys, and developing census plans, the Ministry of Planning and Investment (General Statistics Office) shall report to the Prime Minister for consideration and issuance of a decision to conduct the census.
The Ministry of Planning and Investment, relevant ministries, sectors, and provincial-level People's Committees are responsible for enforcing this Directive./.
