DECREE
REGARDING THE ESTABLISHMENT OF THE CITY OF NINH BINH IN THE PROVINCE OF NINH BINH

Pursuant to the Law on Organization of the Government dated December 25, 2001;
CONSIDERING THE PROPOSAL OF THE MINISTER OF INTERIOR AND THE CHAIRMAN OF THE PEOPLE'S COMMITTEE OF THE PROVINCE OF NINH BINH.
DECREE:
Article 1. THE CITY OF NINH BINH IS ESTABLISHED WITHIN THE PROVINCE OF NINH BINH ON THE BASIS OF THE ENTIRE NATURAL AREA, POPULATION, AND SUBORDINATE ADMINISTRATIVE UNITS OF THE MARKET TOWN OF NINH BINH.
THE CITY OF NINH BINH HAS AN AREA OF 4,836.49 HA AND A POPULATION OF 130,517, INCLUDING 14 SUBORDINATE ADMINISTRATIVE UNITS, WHICH ARE THE WARD OF VAN GIANG, THANH BINH, PHUC THANH, DONG THANH, TAN THANH, NAM BINH, BICH DAO, NAM THANH, NINH PHONG, NINH KHANH, AND THE COMMUNES OF NINH NHAT, NINH TIEN, NINH SON, NINH PHUC.
THE ADMINISTRATIVE BOUNDARIES OF THE CITY OF NINH BINH: TO THE NORTH, WEST, AND SOUTH ARE ADJACENT TO HOA LU DISTRICT; TO THE SOUTHEAST IS ADJACENT TO YEN KHANH DISTRICT, NINH BINH PROVINCE; TO THE NORTHEAST IS ADJACENT TO YI YEN DISTRICT, NAM DINH PROVINCE.
THE PROVINCE OF NINH BINH HAS EIGHT FIRST-LEVEL ADMINISTRATIVE UNITS, INCLUDING THE DISTRICTS OF GIA VIEN, HOA LU, KIM SON, NHO QUAN, YEN KHANH, YEN MO, THE MARKET TOWN OF TAM DIEP, AND THE CITY OF NINH BINH.
Article 2. THIS DECREE SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE. ALL PRIOR PROVISIONS CONTRARY TO THIS DECREE SHALL BE ABOLISHED.
Article 3. THE MINISTER OF INTERIOR, THE CHAIRMAN OF THE PEOPLE'S COMMITTEE OF THE PROVINCE OF NINH BINH, AND THE HEADS OF RELATED ORGANIZATIONS SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS DECREE./.
