At the proposal of the Director of the Cinema Department.

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 185/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

Pursuant to Decision No. 178/QĐ-BVHTTDL dated January 16, 2008 of the Minister of Culture, Sports and Tourism on the establishment of the Office of the Ministry;

Considering the proposal of the Director of the Office and the Head of the Cadre and Civil Servant Organization Department,

DECISION:

Article 1. Position and Functions

The Office is an agency of the Ministry of Culture, Sports and Tourism with the function of advising the Minister on compiling, processing information, and promoting and introducing cultural, sports, and tourism activities; coordinating and summarizing the operational situation among cultural, family, sports, and tourism agencies according to the Ministry's work program and plan; ensuring working conditions and means for the Ministry's agencies.

The Office has its own seal and an account at the State Treasury.

Article 2. Tasks and Powers

1. Submit to the Minister the weekly, monthly, quarterly, semi-annual, and annual work programs and plans of the Ministry.

2. Submit to the Minister projects, proposals, regulatory legal documents within the assigned functions and tasks, and organize their implementation after approval.

3. Supervise and urge subordinate organizations and units of the Ministry to implement the work programs and plans of the Ministry; report regularly and urgently on the implementation of the Ministry's tasks; summarize the implementation of the Ministry's work programs and plans; issue minutes and records of meetings and conferences of the Ministry's leadership.

4. Advise the Ministry's leadership on managing operations; coordinate and organize cooperation between subordinate agencies and units of the Ministry; implement regulations on cooperation with Party agencies, the National Assembly, and the Government.

5. Serve as the point of contact and transaction with other ministries, sectors, localities, and organizations and individuals outside the Ministry; implement and supervise, urge, and inspect the implementation of the Ministry's work regulations.

6. Organize management, guidance, and inspection of administrative, archival, and record-keeping work of the Ministry and its subordinate agencies and units; ensure the issuance of Ministry documents in accordance with prescribed format and procedures; receive, transfer, circulate incoming and outgoing documents; manage the use of seals of the Ministry and the Office; organize printing and typing of documents serving the Ministry's work; manage the archiving of files and documents of the Ministry's agencies.

7. Perform the role of the Ministry's spokesperson; advise the Minister on managing the press corps of the Ministry; serve as the point of contact for providing and receiving information from the press, mass media, organizations, and individuals regarding activities related to culture, sports, and tourism as prescribed by law and Ministry regulations; organize or coordinate the organization of information dissemination and legal education on culture, family, physical exercise, sports, and tourism as directed by the Minister; assist the Minister in organizing press conferences; perform clipping services for the Ministry's leadership on issues raised in the press.

8. Manage, guide, inspect, and support information and promotion of import and export of cultural goods as prescribed by law and delegated by the Minister.

9. Implement international cooperation according to the Ministry of Culture, Sports and Tourism's plan.

10. Implement the administrative reform program within the scope of the Office's functions and tasks; apply scientific and technological progress to the Office's activities and the headquarters of the Ministry; take the lead in researching and applying ISO standards in the Ministry's activities.

11. Manage technical facilities, assets, means, and working conditions serving the activities of the Ministry's agencies and internal administration; manage vehicles serving the Ministry's activities.

12. Organize and serve meetings, conferences, and work sessions of the Ministry; carry out reception duties and host visiting delegations of the Ministry; organize logistical support for the Ministry's working teams.

13. Take the lead in managing and implementing security, typhoon and flood prevention, fire and explosion prevention, occupational safety and health at the Ministry's agencies; national defense and security work of the Ministry; ensure safety, security, and environmental aesthetics of the Ministry's agencies and areas managed by the Office; enforce workplace rules of the Ministry; provide initial health care for civil servants and workers in the Ministry's agencies.

14. Manage operating funds and ensure financial conditions for the Ministry's activities; manage and act as the principal investor for basic construction programs or repair and renovation programs within the Ministry's headquarters or as delegated by the Minister.

15. Organize service activities consistent with the Office's functions and tasks and legal provisions; manage and use allocated finances, assets, and other sources of income in accordance with legal provisions.

16. Manage organizational structures, staffing, and file management; implement policies and systems for civil servants, officials, and workers under the Ministry's jurisdiction as prescribed by law and delegated by the Minister.

17. Perform other tasks assigned by the Minister.

Article 3. Organizational Structure

1. Director of the Office and Deputy Directors of the Office.

2. Departments:

a. General Affairs and Propaganda Department;

b. Cultural Goods Import and Export Management Department;

c. Archives and Library Department;

d. Administrative and Organization Department;

đ. Finance and Accounting Department;

e. Administration Department;

g. Security Department;

h. Vehicle Team.

3. Subordinate Organizations:

a. Cultural, Sports, and Tourism Service Center;

b. Representative Office of the Ministry of Culture, Sports and Tourism in Da Nang City.

The Director of the Office is responsible for arranging and assigning civil servants, officials, and workers according to job titles and professional standards for departments, teams, and subordinate organizations; establish and promulgate the organizational structure and operation regulations of the Office and subordinate units.

Article 4. Effectiveness

This Decision takes effect 15 days after its publication in the Official Gazette and replaces Decision No. 63/2004/QĐ-BVHTT dated July 19, 2004 of the Minister of Culture and Information on the functions, tasks, powers, and organizational structure of the Office of the Ministry of Culture and Information.

Article 5. Responsibility for Implementation

The Head of the Office, the Director of the Cadre Organization Department, the Director of the Planning and Finance Department, the Heads of agencies and units under the Ministry, and the Heads of related agencies and units are responsible for implementing this Decision./.
