CIRCULAR
Regulations on the system of criteria and standards for quality assessment of vocational training centers
Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - Invalids and Social Affairs;
Pursuant to Decree No. 70/2009/NĐ-CP dated August 21, 2009 of the Government, stipulating the responsibilities for state management of vocational training;
The Ministry of Labor - Invalids and Social Affairs hereby promulgates the system of criteria and standards for quality assessment of vocational training centers as follows:
Chapter 1.
GENERAL PROVISIONS
Article 1. Scope and Applicability
Article 1. This Circular stipulates the system of criteria and standards for quality assessment of vocational training centers.
Clause 2. This system of criteria and standards shall be applied to assess the quality of public vocational training centers, private vocational training centers, and vocational training centers with foreign investment (hereinafter referred to collectively as vocational training centers).
Article 2. Interpretation of Terms
In this Circular, the following terms are understood as follows:
1. Quality assessment criteria are the contents and requirements that vocational training centers must meet to achieve their vocational training objectives. Each quality assessment criterion has corresponding quality assessment standards.
Point 2. Quality assessment standards are the levels of requirements and conditions that need to be met in a component of the quality assessment criteria. Each quality assessment standard has indicators.
Point 3. Indicators are the levels of requirements and conditions regarding a specific aspect of the quality assessment standards.
Point 4. Standard score is the total maximum points prescribed for each quality assessment criterion.
Point 5. Evaluation score is the score achieved for each indicator, each quality assessment standard, and each quality assessment criterion.
Article 3. Objectives of using the system of criteria and standards for quality assessment of vocational training centers
The system of criteria and standards for quality assessment of vocational training centers shall be used for:
1. Vocational training centers to self-assess, evaluate, and improve their quality assurance conditions, thereby continuously enhancing the quality of vocational training at the centers.
2. State management agencies for vocational training to conduct assessments, recognize or not recognize vocational training centers meeting the quality assessment standards as prescribed; publicly announce the assessment results for learners and society to know.
Article 4. Quality assessment criteria, standard scores, and evaluation scores
Clause 1. Quality assessment criteria and standard scores:
a) Criterion 1: Objectives and tasks

The total number of points for all criteria is 100 points.
2. Each index that meets the requirements is awarded 1 point, and each index that does not meet the requirements is awarded 0 points.
Article 5. Levels of the quality assessment results for vocational training centers
1. Level 1: The total score of the evaluation is below 50 points or reaches 50 points or more but the score of one of the criteria in the assessment is below 50% of the standard points of that criterion.
2. Level 2: The total score of the evaluation is from 50 points to less than 80 points and the score of each criterion in the assessment must reach 50% of the standard points or more, or reaches 80 points or more and the score of each criterion in the assessment must reach 50% of the standard points or more but one of the criteria 4, 5, 7 specified in Point d, đ and g Clause 1 Article 4 of this Circular is below 80% of the standard points of that criterion.
3. Level 3: The total score of the evaluation is 80 points or more and the score of each criterion in the assessment must reach 50% of the standard points or more, including criteria 4, 5, 7 specified in Point d, đ and g Clause 1 Article 4 of this Circular must reach 80% of the standard points or more.
Chapter 2.
CRITERIA AND STANDARDS FOR QUALITY ASSESSMENT OF VOCATIONAL TRAINING CENTERS
Article 6. Criterion 1 objectives and tasks
1. Standard 1.1 the objectives and tasks of the vocational training center are clearly defined, specific, approved by the competent authority and publicly announced.
a) Index 1: The objectives and tasks of the vocational training center are specifically stipulated in the Decision establishing the vocational training center;
b) Index 2: The objectives and tasks of the vocational training center are specifically stipulated in the regulations of the vocational training center and approved by the competent authority according to regulations;
c) Index 3: The objectives and tasks of the vocational training center are publicly announced for learners and society to know.
2. Standard 1.2 the objectives, tasks, and development orientation of the vocational training center are aligned with the planning and development plans of the economy and society and adjusted appropriately to the human resource needs of the locality; the trades trained by the vocational training center are suitable for the human resource needs of the locality.
a) Index 1: The vocational training center has planning or development orientation aligned with the economic and social development plans of the locality;
b) Index 2: The objectives and tasks of the vocational training center and the trades trained by the vocational training center are adjusted appropriately to the human resource needs of the locality;
c) Index 3: The trades trained by the vocational training center are suitable for the human resource needs of the locality.
Article 7. Criterion 2 organization and management
1. Standard 2.1 the vocational training center has documents regulating organization and management and these documents are reviewed, evaluated, supplemented, and adjusted.
a) Index 1: The vocational training center has documents regulating organization and management in a way that ensures autonomy and self-responsibility;
b) Index 2: The vocational training center has democratic regulations creating an environment for teachers, managers, staff, learners to participate in contributing opinions on policies, plans, and activities of the vocational training center; promptly resolving complaints and reports from staff, teachers, staff, learners, and related parties;
c) Index 3: Regulations on organization and management, democratic regulations of the vocational training center are organized and implemented, reviewed, and adjusted in accordance with the provisions of the law and practical conditions.
2. Standard 2.2 there is a reasonable organizational structure in compliance with state regulations as well as the objectives and development tasks of the vocational training center and operates effectively.
a) Index 1: There are training rooms, specialized or functional departments as prescribed, appropriate to the trade structure and scale of training of the vocational training center;
b) Index 2: The functions and tasks of the training room, specialized or functional departments within the vocational training center are clearly defined and reasonably assigned;
c) Index 3: The training room, specialized or functional departments within the vocational training center operate according to their functions and tasks, cooperate effectively, and achieve efficiency in the work assigned.
3. Standard 2.3 the Communist Party of Vietnam organizations and social, political-social organizations, and mass organizations contribute positively to the activities of the vocational training center.
a) Index 1: Communist Party of Vietnam organizations, social organizations, political-social organizations, and mass organizations within the vocational training center operate according to their charters and legal provisions;
b) Index 2: Communist Party of Vietnam organizations, social organizations, political-social organizations, and mass organizations within the vocational training center operate effectively, making positive contributions to improving the quality of vocational training.
Article 8. Criterion 3 for teaching and learning activities
1. Standard 3.1 register and supplementary registration of vocational training activities in accordance with regulations; strictly implement admission work in accordance with regulations, ensuring fairness, objectivity, and transparency.
a) Indicator 1: Possess certificates of registration for vocational training activities and supplementary registration for vocational training activities in accordance with regulations;
b) Indicator 2: Annually, the vocational training center provides guidance on admission work for vocational training in accordance with regulations and publicly announces it widely to learners and society;
c) Indicator 3: Strictly implement admissions for the correct profession and scale in accordance with registrations and ensure fairness and objectivity.
2. Standard 3.2 diversify organizational methods of training to meet the learning needs of learners and establish relationships with businesses, production facilities, trading, and service providers.
a) Indicator 1: Diversify organizational methods of training to meet the learning needs of learners;
b) Indicator 2: Establish relationships with businesses, production facilities, trading, and service providers during the training process;
c) Indicator 3: Annually collect evaluations from management staff, teachers, and learners regarding the quality and effectiveness of training methods.
3. Standard 3.3 have training plans, closely monitor, and ensure the implementation of training plans according to schedule, effectively, and organize vocational training in accordance with the objectives and content of the approved vocational training program.
a) Indicator 1: Have detailed training plans for each course, specifying each module and specific subjects for theoretical, practical, and labor practice hours;
b) Indicator 2: Organize monitoring and evaluation of the implementation of training plans to ensure timely progress, quality, and effectiveness;
c) Indicator 3: Organize vocational training in accordance with the objectives and content of the approved vocational training program as prescribed;
d) Indicator 4: Annually review and evaluate vocational training activities based on the assessment results of the suitability of vocational training activities with the objectives and content of the vocational training program and adjust promptly if necessary.
4. Standard 3.4 implement teaching methods that actively engage learners; seriously assess learning outcomes to ensure fairness and objectivity, appropriate to the training methods, forms, and characteristics of modules and subjects.
a) Indicator 1: Implement teaching methods that actively engage learners, encouraging self-study skills, creativity, and cooperative spirit;
b) Indicator 2: Annually collect opinions from management staff, teachers, learners, and employers to summarize, evaluate, and disseminate experiences in applying learner-engaging teaching methods;
c) Indicator 3: Seriously assess learning outcomes, ensuring transparency, fairness, and objectivity, appropriate to the training methods, forms, and characteristics of modules and subjects in accordance with examination, inspection, graduation certification, and certificate issuance regulations.
5. Standard 3.5 have a complete system of record books and forms to track learning and discipline results of learners; recorded fully, promptly, accurately, stored safely, and conveniently for tracking, management, and retrieval; report comprehensively to direct management levels and state management agencies.
a) Indicator 1: Have a complete system of record books and forms to track learning and discipline results of learners in accordance with regulations;
b) Indicator 2: Learning and discipline results of learners are recorded fully, promptly, and accurately in the prescribed record books and forms and stored securely, conveniently for tracking, management, and retrieval;
c) Indicator 3: Report comprehensively in accordance with regulations to direct management levels and state management agencies.
Article 9. Criterion 4 Teachers and Managers
1. Criterion 4.1 The teaching staff is adequate in number and appropriate in structure for the training professions.
a) Index 1: There are sufficient full-time teachers with expertise and skill levels matching the registered training professions of the vocational training center.
b) Index 2: Ensuring the student-to-teacher ratio converted according to general regulations.
c) Index 3: 100% of teachers do not exceed the additional teaching hours allowed by regulation.
2. Criterion 4.2 The teaching staff meets the required standards for teaching at the vocational training center.
a) Index 1: 100% of teachers meet the required qualifications, pedagogical skills, and occupational skills as stipulated.
b) Index 2: 100% of teachers teach both theoretical and practical classes.
3. Criterion 4.3 The teaching staff fully performs their tasks and ensures quality.
a) Index 1: 100% of teachers have lesson plans and lectures when teaching.
b) Index 2: 100% of teachers teach according to the approved course content and training plan.
c) Index 3: Annually, there are teachers who participate in practical activities at production facilities and propose supplements to the training program when there are changes in technology or production techniques.
d) Index 4: Annually, there are initiatives regarding teaching methods or improvements, self-made equipment, and teaching models.
đ) Index 5: 100% of teachers strictly comply with legal regulations, rules, and internal regulations of the vocational training center.
4. Criterion 4.4 The vocational training center has plans and policies to encourage teachers to study and improve their professional qualifications, pedagogical skills, and occupational skills.
a) Index 1: The vocational training center has plans to enhance teachers' professional qualifications, pedagogical skills, and occupational skills; organizes training sessions itself or sends teachers to attend such sessions.
b) Index 2: The vocational training center has policies to encourage teachers to self-study and improve their professional qualifications, pedagogical skills, and occupational skills.
5. Criterion 4.5 The director and deputy director have the qualifications, capabilities, and integrity to manage the vocational training center.
a) Index 1: The director and deputy director of the vocational training center meet the requirements for qualifications and conditions as stipulated.
b) Index 2: The director and deputy director of the vocational training center fulfill their assigned duties and powers as prescribed.
c) Index 3: The director and deputy director of the vocational training center are trusted by at least 70% of the center's staff, teachers, and employees.
6. Criterion 4.6 The training department and specialized departments or units of the vocational training center have sufficient managers and staff; managers and staff meet the job title standards and are trained to improve their qualifications.
a) Index 1: Managers and staff of the training department and specialized departments or units of the vocational training center meet the job title standards as stipulated.
b) Index 2: The training department and specialized departments or units of the vocational training center have sufficient managers and staff to perform assigned tasks.
c) Index 3: Managers and staff of the training department and specialized departments or units of the vocational training center are trained to improve their professional and specialized qualifications.
Article 10. Criteria for vocational training programs and textbooks
1. Criterion 5.1 must have complete vocational training programs for all trades trained at the vocational training center; each vocational training program has clear objectives, specific standards for knowledge and skills, structured content, teaching methods, and training formats, as well as ways to assess learning outcomes.
a) Index 1: Having complete vocational training programs for all trades trained at the vocational training center;
b) Index 2: Each vocational training program has clear objectives, including specific standards for knowledge and skills, structured content, teaching methods, and training formats;
c) Index 3: The vocational training program specifies ways to assess learning outcomes for each module and subject, and each trade.
2. Criterion 5.2 vocational training programs are developed and adjusted appropriately with production technology, business, and service techniques; involve staff, teachers from the vocational training center, and experts and technical staff from businesses, production facilities, and service providers.
a) Index 1: Vocational training programs are developed in accordance with production technology, business, and service techniques;
b) Index 2: Vocational training programs are reviewed, evaluated, and adjusted annually when necessary;
c) Index 3: Staff and teachers from the vocational training center participate in developing, reviewing, evaluating, supplementing, and adjusting vocational training programs;
d) Index 4: Experts and technical staff from businesses, production facilities, and service providers participate in developing, reviewing, evaluating, supplementing, and adjusting vocational training programs.
3. Criterion 5.3 annually collect comments and evaluations from employers and graduates about the vocational training program.
a) Index 1: Annually collect comments and evaluations from employers regarding the vocational training program;
b) Index 2: Annually collect comments and evaluations from graduates who have entered the workforce regarding the vocational training program.
4. Criterion 5.4 each module and subject has sufficient textbooks that meet the objectives of the module and subject and are reviewed, revised, and supplemented when the vocational training program is modified.
a) Index 1: There are sufficient textbooks for each module and subject in the vocational training program;
b) Index 2: Textbooks meet the objectives of the module and subject;
c) Index 3: Textbooks are reviewed, revised, and supplemented when the vocational training program is modified.
5. Criterion 5.5 textbooks are developed, revised, and supplemented to meet the requirements of content, teaching methods, and training formats of the vocational training program.
a) Index 1: There is a process for organizing the compilation or selection, review, and approval of textbooks;
b) Index 2: In the review document and acceptance record of the review board for textbooks, there are comments on the degree to which the textbooks meet the requirements of content, teaching methods, and training formats of the vocational training program;
c) Index 3: Annually collect comments and evaluations from staff, teachers, and experts from production facilities, businesses, and service providers regarding the degree to which textbooks concretize the requirements of content, knowledge, skills, and attitudes in the vocational training program;
d) Index 4: Annually collect comments and evaluations from staff, teachers, and students regarding the degree to which textbooks meet the requirements of teaching methods and training formats of the vocational training program.
6. Criterion 5.6 textbooks facilitate the application of student-centered teaching methods.
a) Index 1: In the acceptance record of the review board for textbooks, there are comments on the degree to which textbooks facilitate the application of student-centered teaching methods;
b) Index 3: Annually collect evaluations from staff, teachers, and students regarding the degree to which textbooks facilitate the application of student-centered teaching methods.
Article 11. Library Criterion 6
Standard 6.1: The library has sufficient programs and textbooks; it has books and magazines suitable for vocational training professions.
1. Index 1: The library has all programs and textbooks for vocational training professions at the vocational training center.
2. Index 2: All vocational training professions at the vocational training center have specialized books or industry-specific newspapers and magazines.
Article 12. Infrastructure, Equipment, and Teaching Materials Criterion 7
1. Standard 7.1: The location of the vocational training center is convenient for teaching and learning activities and other activities of the vocational training center.
a) Index 1: The location of the vocational training center is on good land, not prone to flooding; it is supplied with electricity and water, and has convenient transportation.
b) Index 2: Ensuring a safe distance from industrial facilities or other facilities that produce noise, dust, toxic waste, air pollution, and water pollution exceeding permitted standards.
c) Index 3: The overall layout is reasonably arranged, meeting the design requirements to satisfy the vocational training activities of the vocational training center as stipulated.
2. Standard 7.2: The classroom system, workshop, and technical infrastructure meet the teaching and practical activities according to the profession and scale of vocational training at the vocational training center.
a) Index 1: The classroom system, workshop, and technical infrastructure of the vocational training center comply with construction standards and regulations.
b) Index 2: The classroom system, workshop, and technical infrastructure meet the requirements for teaching and practical activities according to the profession and scale of vocational training at the vocational training center.
c) Index 3: There is a common electrical system, water supply and drainage system within the vocational training center, separate for the practical workshop area based on operational and living needs, hygiene; there is a wastewater collection system, waste disposal, and fire extinguishing equipment.
d) Index 4: Storage areas and warehouses have conditions for protecting and preserving equipment, goods, materials such as roof coverings, surrounding walls, barriers, locks, lighting, ventilation systems, shelving, moisture protection. There is a management system for issuing and receiving equipment, goods, and materials.
đ) Index 5: The classroom system, workshop, and technical infrastructure are used according to their intended functions, with management and usage regulations ensuring maintenance for the activities of the vocational training center.
3. Standard 7.3: Adequate internal rules and regulations on labor safety and fire prevention, equipment is neatly arranged and reasonably placed to meet the requirements of practical training and organize inspections of harmful factors in workshops.
a) Index 1: Adequate internal rules and regulations on labor safety and fire prevention, signage and guidance systems in the workshop as prescribed.
b) Index 2: Equipment and tools in the workshop are neatly arranged and reasonably placed to meet the requirements of practical training, labor safety, fire prevention, industrial aesthetics, occupational aesthetics, and pedagogy.
c) Index 3: Annual inspections of harmful factors in workshops are organized. Measures are taken to ensure that harmful factors do not exceed permitted standards.
4. Standard 7.4: Ensure the types and quantities of equipment for practical training.
a) Index 1: Sufficient types of practical training equipment for each vocational training profession.
b) Index 2: The quantity of equipment meets the scale of vocational training for each profession.
5. Standard 7.5: Ensure the quality of practical training equipment.
a) Index 1: Practical training equipment reaches a level equivalent to the technological standards of production and service facilities in the locality where the vocational training center operates.
b) Index 2: Practical training equipment is synchronized, with origin documentation, year of manufacture, year of commissioning, technical specifications, and user manuals clearly recorded.
c) Index 3: Practical training equipment meets the requirements for labor safety and fire prevention when used by learners and instructors.
d) Index 4: Self-made practical training equipment has a permit for use in training issued by the Director of the vocational training center.
đ) Index 5: Practical training equipment is managed, maintained, and serviced according to the manufacturer's regulations.
Article 13. Criterion 8 Financial Management
1. Standard 8.1 has financial resources to implement the vocational training objectives and tasks of the vocational training center.
a) Indicator 1: Has revenue sources from tuition fees, service charges, training partnerships, production, business, services, and other lawful revenues that meet the needs to implement the vocational training objectives and tasks of the vocational training center;
b) Indicator 2: Revenue sources are managed and utilized for their intended purposes according to the regulations stipulated by law.
c) Indicator 3: Has plans to mobilize and develop financial resources to implement the vocational training objectives and tasks of the vocational training center.
2. Standard 8.2 financial planning and management comply with state regulations, are transparent, and are made public.
a) Indicator 1: The annual financial plan is established in accordance with regulations and is publicly disclosed. There is an internal expenditure regulation of the vocational training center;
b) Indicator 2: Implements revenue collection, expenditure, final accounting, bookkeeping, financial reporting, storage of accounting records and financial obligations to the state budget in accordance with the provisions of the law;
c) Indicator 3: Adheres to the self-inspection financial system and public financial disclosure as prescribed by the state.
3. Standard 8.3 the vocational training center evaluates the effectiveness of using financial resources and complies with the inspection, audit financial regime.
a) Indicator 1: Conducts an annual evaluation on the effectiveness of using financial resources of the vocational training center;
b) Indicator 2: The vocational training center strictly adheres to the financial inspection, audit regime of authorized agencies; does not violate financial regulations in the last three years.
Article 14. Criterion 9 Services for Vocational Learners
1. Standard 9.1 ensures all learners are provided comprehensive information about the trade being trained, the program, training plan, center regulations, and living, learning conditions, health care from the time of enrollment.
a) Indicator 1: Learners are provided comprehensive information about the trade, training program, training plan, and admission requirements and conditions;
b) Indicator 2: Learners are fully informed about the center's regulations, admission rules, examination rules, assessment, graduation certification, living, learning conditions, and internal rules and regulations of the center;
c) Indicator 3: The vocational training center provides medical services including an emergency medicine cabinet and staff trained in first aid and community health care serving learners.
2. Standard 9.2 organizes labor market information provision and job placement for learners.
a) Indicator 1: Regularly provides learners with information about professions, the labor market, and employment opportunities;
b) Indicator 2: The vocational training center organizes job placements and assists learners in finding jobs after graduation;
c) Indicator 3: Organizes meetings or creates conditions for employers to interact with learners.
Chapter 3.
IMPLEMENTATION
Article 15 Responsibilities of Regulatory Authorities
1. The General Department of Vocational Training is responsible for developing guidance materials on how to assess, support tools for each criterion and indicator.
2. Ministries, ministerial-level agencies, government agencies, provincial People's Committees under central cities, central agencies of political-social organizations, and organizations have the responsibility to direct subordinate vocational training centers to conduct self-assessment of vocational training quality and assist these centers in organizing implementation to perfect the contents, requirements, and conditions according to the criteria and standards of quality assessment to improve vocational training quality.
Article 16. Responsibilities of vocational training centers
1. Implement self-assessment according to the criteria and standards for assessing the quality of vocational training centers as prescribed in this Circular.
2. Develop and organize the implementation of plans to improve the contents, requirements, and conditions in accordance with the assessment criteria and standards to enhance the quality of training at vocational training centers.
Article 17. Effective Date
1. This Circular takes effect forty-five (45) days from the date of issuance.
2. During the implementation process, if there are any difficulties, they should be reported to the Ministry of Labor, Invalids, and Social Affairs for timely consideration and resolution./.
