Framework Curriculum for Vocational Teacher Training for Vocational Teachers at the Intermediate Level and Lecturers at the Higher Vocational Level

Pursuant to the Vocational Training Law dated November 29, 2006;
Pursuant to Decree No. 186/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor - War Invalids and Social Affairs;
Pursuant to the assessment results of the Evaluation Council and the proposal of the General Department of Vocational Training regarding the issuance of the Framework Curriculum for Vocational Teacher Training for Vocational Teachers at the Intermediate Level and Lecturers at the Higher Vocational Level;
The Ministry of Labor, Invalids and Social Affairs hereby stipulates the Framework Curriculum for Vocational Teacher Training for Vocational Teachers at the Intermediate Level and Lecturers at the Higher Vocational Level as follows:
Article 1. Scope of Regulation and Applicability
This Circular stipulates the Framework Curriculum for Vocational Teacher Training for Vocational Teachers at the Intermediate Level and Lecturers at the Higher Vocational Level applicable to technical teacher training universities, technical college teacher training institutions, vocational colleges with vocational teacher training departments, other educational institutions assigned the task of training and upgrading teachers and lecturers, hereinafter referred to collectively as teacher training and upgrading institutions, to train pedagogical skills for vocational teachers at the intermediate level and lecturers at the higher vocational level who have not yet met the pedagogical standards, and for individuals with professional qualifications, technical skills, and practical experience who wish to become vocational teachers or lecturers.
Article 2. Framework Curriculum for Vocational Teacher Training for Vocational Teachers at the Intermediate Level and Lecturers at the Higher Vocational Level
The Framework Curriculum for Vocational Teacher Training specified in this Circular includes: objectives, target learners, duration of training, descriptions of course contents/modules of the Curriculum, and guidance on implementing the Curriculum (Annex attached).
Article 3. Responsibilities for Developing the Vocational Teacher Training Curriculum for Vocational Teachers at the Intermediate Level and Lecturers at the Higher Vocational Level
Based on the provisions of this Circular, the heads of teacher training and upgrading institutions for vocational teachers and lecturers shall be responsible for organizing the development, evaluation, and issuance of the vocational teacher training curriculum for vocational teachers at the intermediate level and lecturers at the higher vocational level of their own institution to implement the training.
Article 4. Implementation provisions
1. This Circular takes effect from September 6, 2011. Previous regulations on vocational teacher training that conflict with this Circular are abolished.
2. Ministries, ministerial-level agencies, government agencies; political-social organizations; People's Committees of provinces and centrally-administered cities; the General Department of Vocational Training; teacher training and upgrading institutions; higher vocational schools, intermediate vocational schools, and related units are responsible for implementing this Circular./.
