Based on Decree No. 168/1999/NĐ-CP dated November 29, 1999 of the Government stipulating the list and regulations on the registration and management of technical equipment for mobilization for the regular forces of the Military; Decree No. 44/2012/NĐ-CP dated May 18, 2012 of the Government amending and supplementing certain articles of Decree No. 168/1999/NĐ-CP;
Pursuant to Decision No. 257/2006/QĐ-TTg dated November 9, 2006 of the Prime Minister promulgating regulations on frequency band allocation for economic and social purposes, national defense, and security;
Considering the proposal of the General Staff of the Vietnam People's Army,

Article 1. Scope of Regulation
This Circular stipulates the forms for registering, managing, statistics, reporting, and the reporting system for the results of registering and managing technical equipment for mobilization for the regular forces of the Military.
Article 2. Applicability
1. This Circular applies to state agencies, political organizations, socio-political organizations, economic organizations, public institutions, and other entities with technical equipment for mobilization for the regular forces of the Military (hereinafter referred to as agencies),Deputy ministers of ministerial-level agencies,people's committees at all levels; agencies and units within the Military; and related individuals. organization); DECREES:by people's committees at all levels; agencies and units within the Army; and relevant individuals.
This Circular does not apply to foreign agencies and organizations operating in Vietnam and foreign-invested enterprises.
Article 3. Forms for Registration and Management
FUNCTIONS, DUTIES, POWERS, ORGANIZATIONAL STRUCTURE, OPERATIONAL REGULATIONS, AND RELATIONSHIPS OF MANAGEMENT BOARDS; DUTIES, POWERS OF THE CHAIRPERSON, VICE CHAIRPERSON (IF ANY), SECRETARY, AND MEMBERS OF MANAGEMENT BOARDSThe Register of Technical Equipment of the National Economy (Form M1. , Appendix issued together with this Circular) is used for registering and managing technical equipment at the People's Militia Headquarters of communes, wards, towns (hereinafter collectively referred to as the People's Militia Headquarters at the commune level),FUNCTIONS, DUTIES, POWERS, ORGANIZATIONAL STRUCTURE, OPERATIONAL REGULATIONS, AND RELATIONSHIPS OF MANAGEMENT BOARDS; DUTIES, POWERS OF THE CHAIRPERSON, VICE CHAIRPERSON (IF ANY), SECRETARY, AND MEMBERS OF MANAGEMENT BOARDSu 1and organizations, and the People's Militia Headquarters of districts, cities under provinces, and provincial capital cities (hereinafter collectively referred to as the People's Militia Headquarters at the district level).đượCertificate of Registration of Technical Equipment (Form Mâ2, Appendix issued together with this Circular) is signed and issued by the People's Militia Headquarters at the district level for each piece of technical equipment after the initial registration is completed.
2. Technical Equipment Form (Form MFUNCTIONS, DUTIES, POWERS, ORGANIZATIONAL STRUCTURE, OPERATIONAL REGULATIONS, AND RELATIONSHIPS OF MANAGEMENT BOARDS; DUTIES, POWERS OF THE CHAIRPERSON, VICE CHAIRPERSON (IF ANY), SECRETARY, AND MEMBERS OF MANAGEMENT BOARDS3, Appendix issued together with this Circular) is prepared for each piece of technical equipment after the registration is completed. This form is established by the People's Militia Headquarters at the commune level, organizations, and sent to the People's Militia Headquarters at the district level for record keeping (in cases where the equipment has been assigned to a reserve mobilization unit, the People's Militia Headquarters at the district level makes an additional copy to transfer to the managing unit).ỹ List of Technical Equipment Assigned to Reserve Mobilization Units (Form M

6. Notification of technical equipment classified into the reserve mobilization unit (Annex 6 attached to this Circular) is used for the Military Command Board of the district to notify the owner of the technical equipment that it has been classified into the reserve mobilization unit.FUNCTIONS, DUTIES, POWERS, ORGANIZATIONAL STRUCTURE, OPERATIONAL REGULATIONS, AND RELATIONSHIPS OF MANAGEMENT BOARDS; DUTIES, POWERS OF THE CHAIRPERSON, VICE CHAIRPERSON (IF ANY), SECRETARY, AND MEMBERS OF MANAGEMENT BOARDSArticle 6, Appendix issued together with this Circular shall be used by the Military Command at the district level to notify the owner of technical equipment about the registration of such technical equipment. lArticle 11, Appendix issued together with this Circular shall be used by reserve mobilization units at the corps, independent regiment, independent brigade, local military authority, military region, army corps, arms service, general department levels to report upwards.ắThe report on the actual strength of technical equipment of the national economy (Annex 10 attached to this Circular) is used for the Military Command Board of the district and province to tally the actual strength of registered technical equipment currently under management at the district and provincial level as of December 31 of that year and report upwards.
Article 4. Forms of statistical tables, reports, reporting systems
FUNCTIONS, DUTIES, POWERS, ORGANIZATIONAL STRUCTURE, OPERATIONAL REGULATIONS, AND RELATIONSHIPS OF MANAGEMENT BOARDS; DUTIES, POWERS OF THE CHAIRPERSON, VICE CHAIRPERSON (IF ANY), SECRETARY, AND MEMBERS OF MANAGEMENT BOARDSThe report on the list of technical equipment that must be registered for the first time (Form 7, Appendix issued together with this Circular) shall be used by the People's Military Committee at the commune level, heads of agencies and organizations to report to the People's Military Committee at the district level before March 10 each year.1. Districts report to provinces before February 15 of the following year; provinces report to military regions and the Ministry of National Defense before March 10 of the following year; military regions report to the Ministry of National Defense before March 31 of the following year.
2. The report on the results of implementing the mobilization preparation targets for technical equipment of the national economy to supplement the Army (Form 11, Appendix issued together with this Circular) shall be used by reserve mobilization units at the division, independent regiment, independent brigade levels, local military agencies, military regions, corps, branches, services, general departments to report upwards.FUNCTIONS, DUTIES, POWERS, ORGANIZATIONAL STRUCTURE, OPERATIONAL REGULATIONS, AND RELATIONSHIPS OF MANAGEMENT BOARDS; DUTIES, POWERS OF THE CHAIRPERSON, VICE CHAIRPERSON (IF ANY), SECRETARY, AND MEMBERS OF MANAGEMENT BOARDSData as of December 31 of that year. Abolish the Forms: 801/QP-ĐK, 802/QP-ĐK, 803/QP-ĐK, 805/QP-ĐK, 808/QP-ĐK, 806/QP-ĐK, 807/QP-ĐK, 662b/QP-ĐV in the Appendix issued together with Decision No. 266/QĐ-TM dated April 26, 2000 of the General Staff on issuing the system of forms, registers, management, and reporting for mobilizing the Army.FUNCTIONS, DUTIES, POWERS, ORGANIZATIONAL STRUCTURE, OPERATIONAL REGULATIONS, AND RELATIONSHIPS OF MANAGEMENT BOARDS; DUTIES, POWERS OF THE CHAIRPERSON, VICE CHAIRPERSON (IF ANY), SECRETARY, AND MEMBERS OF MANAGEMENT BOARDSArticle 6.
