ISSUES THE REGULATIONS ONTHE MINIMUM AMOUNT OF KNOWLEDGE AND REQUIREMENTS FOR COMPETENCIES THAT
STUDENTS ACHIEVE UPON GRADUATION AT THE COLLEGE AND VOCATIONAL LEVEL
IN THE ARTS, JOURNALISM, AND INFORMATION FIELDS
Pursuant to the Law on Vocational Education dated November 27, 2014;
Pursuant to Decree No. 14/2017/NĐ-CP dated February 17, 2017, of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Labor, Invalids, and Social Affairs;
BASED ON THE DECISION NO. 1982/QĐ-TTg dated October 18, 2016 of the Prime Minister approving the National Qualifications Framework of Vietnam;
BASED ON THE CIRCULAR NO. 12/2017/TT-BLDTBXH dated April 20, 2017 of the Minister of Labor, War Invalids and Social Affairs stipulating the minimum amount of knowledge and requirements for competencies that students achieve upon graduation at the college and vocational level;
AT THE PROPOSAL OF THE DIRECTOR OF THE GENERAL DEPARTMENT OF VOCATIONAL EDUCATION,
guiding the implementation of the provisions on unit price of wage packages, actual wage fund of employees, and Management Board stipulated in Article 7 and Article 8 Article 24ISSUES THE REGULATIONS ON THE MINIMUM AMOUNT OF KNOWLEDGE AND REQUIREMENTS FOR COMPETENCIES THAT STUDENTS ACHIEVE UPON GRADUATION AT THE COLLEGE AND VOCATIONAL LEVEL IN THE ARTS, JOURNALISM, AND INFORMATION FIELDS.
Article 1. ATTACHED TO THIS CIRCULAR ARE THE REGULATIONS ON THE MINIMUM AMOUNT OF KNOWLEDGE AND REQUIREMENTS FOR COMPETENCIES THAT STUDENTS MUST ACHIEVE UPON GRADUATION AT THE COLLEGE AND VOCATIONAL LEVEL IN THE ARTS, JOURNALISM, AND INFORMATION FIELDS TO BE APPLIED TO VOCATIONAL SCHOOLS, COLLEGES, UNIVERSITIES PROVIDING COLLEGE LEVEL TRAINING (HEREINAFTER REFERRED TO AS SCHOOLS), INCLUDING:
1. FIELD, TRADE: SCULPTURE;
2. FIELD, TRADE: TRADITIONAL SONG PERFORMANCE ARTS;
3. FIELD, TRADE: THEATRE AND FILM ACTOR;
4. FIELD, TRADE: DANCE PERFORMER;
5. FIELD, TRADE: TELEVISION PROGRAM PRODUCTION TECHNOLOGY;
6. FIELD, TRADE: INDUSTRIAL DESIGN;
7. FIELD, TRADE: PAINTING AND INLAID SHELL TECHNOLOGY;
8. FIELD, TRADE: JOURNALISM;
9. FIELD, TRADE: LIBRARY SCIENCE.
Article 2. THE DIRECTOR OF THE GENERAL DEPARTMENT OF VOCATIONAL EDUCATION SHALL ISSUE GUIDELINES ON THE MINIMUM AMOUNT OF KNOWLEDGE AND REQUIREMENTS FOR COMPETENCIES THAT STUDENTS ACHIEVE UPON GRADUATION AT THE COLLEGE AND VOCATIONAL LEVEL FOR EACH POSITION IN THE WORKPLACE ACCORDING TO THE TRAINING FIELDS AND TRADES STIPULATED IN ARTICLE 1 OF THIS CIRCULAR FOR SCHOOLS TO USE AS A BASIS FOR ORGANIZING THE DEVELOPMENT, REVIEW, AND APPROVAL OF TRAINING PROGRAMS AND TEXTBOOKS TO APPLY TO THEIR OWN INSTITUTIONS.
Article 3. THIS CIRCULAR SHALL TAKE EFFECT FROM FEBRUARY 6, 2020.
MINISTRIES, MINISTERIAL BODIES EQUIVALENT TO MINISTRIES, GOVERNMENT BODIES, POLITICAL-SOCIAL ORGANIZATIONS, PROVINCE AND CITY PEOPLE'S COMMITTEES WITH SCHOOLS UNDER THEIR MANAGEMENT; SCHOOLS REGISTERED TO OPERATE VOCATIONAL EDUCATION AT THE COLLEGE AND VOCATIONAL LEVEL FOR THE FIELDS AND TRADES STIPULATED IN ARTICLE 1 AND OTHER ORGANIZATIONS AND INDIVIDUALS RELATED THEREWITH SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
