BASED ON THE LAW ON STANDARDS AND TECHNICAL REGULATIONS dated June 29, 2006;
Pursuant to the Law on Management and Use of Weapons, Explosives, and Supporting Tools dated June 20, 2017;
Pursuant to the Law on Product Quality and Commodities dated November 21, 2007;
BASED ON THE DECREE NO. 98/2017/NĐ-CP dated August 18, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
BASED ON THE DECREE NO. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations; and the DECREE NO. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain articles of the DECREE NO. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Standards and Technical Regulations;

THE MINISTER OF INDUSTRY AND TRADE ISSUES THIS CIRCULAR ON TECHNICAL REGULATIONS ON SAFETY OF INDUSTRIAL EXPLOSIVE MATERIAL PRODUCTS - NON-ELECTRIC SLOW BURNING DELAY CAPS LP.
Article 1. ATTACHED TO THIS CIRCULAR ARE THE NATIONAL TECHNICAL REGULATIONS ON SAFETY OF INDUSTRIAL EXPLOSIVE MATERIAL PRODUCTS - NON-ELECTRIC SLOW BURNING DELAY CAPS LP.

Article 2. Effectiveness
THIS CIRCULAR SHALL TAKE EFFECT FROM JULY 1, 2023.

THE HEAD OF THE MINISTRY’S OFFICE, DIRECTORS OF THE DEPARTMENTS OF INDUSTRIAL SAFETY AND ENVIRONMENT, CHEMICALS; HEADS OF THE SCIENCE AND TECHNOLOGY DIVISION; DIRECTORS OF PROVINCE AND CITY INDUSTRY AND TRADE DEPARTMENTS UNDER THE CENTRAL GOVERNMENT; HEADS OF ORGANIZATIONS AND INDIVIDUALS RELATED TO THE IMPLEMENTATION OF THIS CIRCULAR ARE RESPONSIBLE FOR ITS ENFORCEMENT./.
