At the proposal of the Director of the Chemicals Administration;
The Minister of Industry and Trade issues this Circular on Amending Regulation 1:2024 QCVN 05A:2020/BCT National Technical Regulation on safety in production, business, use, storage and transportation of dangerous chemicals.
Article 1. Attached to this Circular is Amendment 1:2024 QCVN 05A:2020/BCT National Technical Regulation on safety in production, business, use, storage and transportation of dangerous chemicals.
Article 2. Effective Date
1. This Circular takes effect from April 15, 2025.
2. Transitional Provisions
Existing factories and warehouses for dangerous chemicals that commenced operations before April 15, 2025 must comply with the requirements of Amendment 1:2024 QCVN 05A:2020/BCT no later than April 15, 2026.
Article 3. Implementation Organization
1. The Director of the Chemicals Administration shall be responsible for organizing guidance and implementation of this Circular.
2. The Head of the Ministry's Office, the Director of the Chemicals Administration, the Directors of Provincial Departments of Industry and Trade, heads of relevant agencies, organizations, and individuals shall be responsible for implementing this Circular.
3. In the course of implementation, if any difficulties arise, agencies, organizations, and individuals shall promptly report in writing to the Ministry of Industry and Trade (through the Chemicals Administration) for guidance or study for necessary amendments and supplements.
