On the basis of Law on Prices June 19, 2023;
On the basis of Labor Safety and Health Law June 25, 2016;
Decree No. Decree No. 85/2024/NĐ-CP July 10, 2024 of the Government detailing certain provisions of Law on Prices;
Decree No. Decree No. 25/2025/NĐ-CP February 21, 2025 Government Decree No. 25/2025/ND-CP on the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
At the proposal of the Director of the Employment Department;
The Minister of Home Affairs issues this Circular regulating the economic and technical characteristics of technical inspection services for machinery, equipment, materials, and substances with strict requirements for work safety.
Article 1. Scope of Regulation and Applicability
Thông tư này quy định chi tiết khoản 4 Điều 38 Luật Thủy sản số 18/2017/QH14 đã được sửa đổi, bổ sung tại điểm c khoản 21 Điều 14 Luật số 146/2025/QH15.
This Circular regulates the economic and technical characteristics of technical inspection services for machinery, equipment, materials, and substances with strict requirements for work safety (hereinafter referred to as technical inspection services for work safety).
Thông tư này áp dụng đối với tổ chức, cá nhân có liên quan đến hoạt động kinh doanh đối tượng thủy sản nuôi chủ lực trên lãnh thổ Việt Nam.
This Circular applies to the following agencies, organizations, and individuals:
a) Organizations conducting technical inspection services for work safety in accordance with laws on labor safety and health;
b) Agencies, organizations, and individuals related thereto.
Article 2. Economic and Technical Characteristics of Technical Inspection Services for Work Safety
Attached to this Circular is an Appendix setting forth the economic and technical characteristics of technical inspection services for work safety.
Article 3. Implementation Organization
1. This Circular shall take effect from December 1, 2025.
2. In cases where legal regulatory documents or inspection procedures cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the new documents.
3. During implementation, if there are difficulties or obstacles, agencies, organizations, and individuals are requested to promptly report in writing to the Ministry of Home Affairs (through the Employment Department) for consideration and resolution./.
