Guidelines for improving distribution methods
contraceptive devices

Pursuant to Clause 4 and 5 of Article 6 of Decision No. 162/HĐBT dated October 18, 1988 of the Council of Ministers on certain population policies and family planning, and taking into account the opinions of the meeting of 10 provinces in the Red River Delta and midland regions held on June 25, 1991 to discuss measures to improve the distribution methods of contraceptive devices, the Ministry hereby provides guidance as follows:

1. We implement the distribution of contraceptive devices (CDs) through four channels simultaneously:

The healthcare system

The commercial system

Mass organizations

Private healthcare

2. Implement two distribution methods for CDs concurrently:

Free distribution (no charge)

Widespread sale to those who request contraception

3. Free CDs include condoms, intrauterine devices, oral contraceptives, and vaginal inserts... The beneficiaries are civil servants, workers, employees, armed forces personnel, priority policy groups, and poor people registered with healthcare facilities for family planning services.

Condoms may be directly distributed to mass organizations such as the Vietnam Women's Union, the Communist Youth Union, the Farmers' Association, etc., for distribution to members with contraceptive needs. These organizations must report to the condom suppliers about the number of users and the quantity of condoms distributed. The Ministry will announce additional types of CDs that can be freely distributed by these organizations.

4. Widely sold CDs include all types that do not require medical assistance when used, such as:

Condoms

Spermicides

Cervical caps, vaginal barriers

5. CDs prescribed by doctors working in family planning include:

Oral contraceptives (tablet packs)

Implantable contraceptives and injectables

Intrauterine contraceptive devices

After satisfying the needs of the policy-defined groups under Clause 4 of Article 6 of Decision No. 162/HĐBT dated October 18, 1988 of the Council of Ministers, localities may sell these CDs through state-owned and private pharmacies.

Condoms may be freely sold through both state and private commercial systems.

There are two sales forms:

Consignment with commission

Wholesale (buy and sell)

6. Pricing: The Ministry sets unified selling prices (provisional prices)

Condoms: 100 đ/piece (locally produced)

300 đ/piece (imported)

Oral contraceptives:

Ovidon 1,500 đ/pack

Rigevidon

Other types, once sufficient quantities are available, the Ministry will announce the prices

7. Proceeds from the sale of condoms, contraceptives, and other devices will supplement the budget of the Reproductive Health Center - Family Planning Center and the Center must report fully and clearly this revenue to the local Department of Health and Department of Finance. This revenue should be prioritized for promotional activities, guidance on using CDs, and encouraging acceptance of contraceptive methods.

The Ministry requests the Departments of Health and Reproductive Health Centers - Family Planning Centers to effectively implement the above improved distribution methods and report the results along with experiences and difficulties encountered (if any) for further resolution by the Ministry./.
