Regarding the establishment of administrative boundaries for Dong Xuan Commune under Quoc Oai District; the communes of Tien Xuan, Yen Binh, Yen Trung under Thach That District; Me Linh District under Hanoi City; the establishment of Ha Dong District and its affiliated wards; and the conversion of Son Tay City to Son Tay Town under Hanoi City
THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Home Affairs and the Chairman of the People's Committee of Hanoi City,
RESOLUTION:
Article 1. Establish the administrative boundaries for Dong Xuan Commune under Quoc Oai District; the communes of Tien Xuan, Yen Binh, Yen Trung under Thach That District; Me Linh District under Hanoi City; establish Ha Dong District and its affiliated wards; convert Son Tay City to Son Tay Town under Hanoi City as follows:
1. Establish the administrative boundaries for Dong Xuan Commune under Quoc Oai District; the communes of Tien Xuan, Yen Binh, Yen Trung under Thach That District:
a) Transfer the entire 1,720.36 hectares of natural area and 4,495 population of Dong Xuan Commune to the management of Quoc Oai District.

Quoc Oai District has 14,700.62 hectares of natural area and 163,355 population, with 21 directly affiliated administrative units including the communes of Can Huu, Cong Hoa, Dai Thanh, Dong Xuan, Dong Yen, Dong Quang, Hoa Thach, Liep Tuyet, Nghia Huong, Ngoc My, Ngoc Liep, Phu Cat, Phu Man, Phuong Cach, Tan Hoa, Tan Phu, Thach Than, Tuyet Nghia, Sai Son, Yen Son, and the town of Quoc Oai.
Administrative boundary of Quoc Oai District: East borders Hoai Duc District; West borders Thach That District and Hanoi City; South borders Chuong My District and Hanoi City, Luong Son District, Hoa Binh Province; North borders Phuc Tho District and Thach That District.
b) Transfer the entire 3,457.74 hectares of natural area and 6,606 population of Tien Xuan Commune; 2,073.06 hectares of natural area and 5,875 population of Yen Binh Commune; 1,532.76 hectares of natural area and 3,278 population of Yen Trung Commune to the management of Thach That District.
Tien Xuan Commune under Thach That District has 3,457.74 hectares of natural area and 6,606 population.
Administrative boundary of Tien Xuan Commune: East borders Dong Xuan Commune, Quoc Oai District; West borders Yen Binh Commune, Thach That District; South borders Lam Son Commune, Luong Son District and Dan Hoa Commune, Ky Son District, Hoa Binh Province; North borders Thach Hoa Commune, Thach That District.
Yen Binh Commune under Thach That District has 2,073.06 hectares of natural area and 5,875 population.

Thach That District has 20,250.85 hectares of natural area and 179,060 population, with 23 directly affiliated administrative units including the communes of Binh Phu, Binh Yen, Canh Nau, Can Kiem, Cam Yen, Chang Son, Di Nau, Dai Dong, Dong Truc, Ha Bang, Huu Bang, Huong Gai, Kim Quan, Lai Thượng, Phung Xa, Phu Kim, Tan Xa, Thach Hoa, Thach Xa, Tien Xuan, Yen Binh, Yen Trung, and the town of Lien Quan.
Administrative boundary of Thach That District: East borders Phuc Tho District and Quoc Oai District; West borders Son Tay Town, Ba Vi District, Hanoi City, Ky Son District, Hoa Binh Province; South borders Quoc Oai District, Hanoi City, Luong Son District, Ky Son District, Hoa Binh Province; North borders Phuc Tho District.
2. Establish the administrative boundary of Me Linh District under Hanoi City.
Me Linh District under Hanoi City has 14,164.53 hectares of natural area and 187,255 population, with 18 directly affiliated administrative units including the communes of Chu Phan, Dai Thinh, Hoang Kim, Kim Hoa, Lien Mac, Me Linh, Tam Dong, Thanh Lam, Thach Da, Tien Phong, Tien Thang, Tien Thinh, Trang Viet, Tu Lap, Van Yen, Van Ke, the town of Chi Dong, and the town of Quang Minh.
Administrative boundary of Me Linh District: East borders Dong Anh District, Soc Son District, Hanoi City; West borders Binh Xuyen District, Yen Lac District, Vinh Phuc Province; South borders Dan Phuong District; North borders Phuc Yen Town, Vinh Phuc Province.
3. Establish Ha Dong District under Hanoi City based on the entire 4,791.74 hectares of natural area and 198,678 population of Ha Dong City (including the entire natural area and population of the wards: Ha Cau, La Khe, Mo Lao, Nguyen Trai, Phu La, Phuc La, Quang Trung, Van Phuc, Van Quan, Yet Kieu and the communes: Bien Giang, Duong Noi, Dong Mai, Kien Hung, Phu Lam, Phu Luong, Yen Nghia).
Ha Dong District has 4,791.74 hectares of natural area and 198,687 population.
Administrative boundary of Ha Dong District: East borders Thanh Tri District, Thanh Xuan District; West borders Chuong My District, Hoai Duc District, Quoc Oai District; South borders Thanh Oai District; North borders Tu Liem District, Hanoi City.
4. Establish wards under Ha Dong District:
a) Establish Bien Giang Ward under Ha Dong District based on the entire 236.05 hectares of natural area and 6,299 population of Bien Giang Commune.

Transfer the entire 11,346 hectares of natural area and 182,000 population, and 15 administrative units directly under Son Tay City to become Son Tay Town under Hanoi City (including the entire natural area and population of wards: Le Loi, Ngo Quyen, Phu Thinh, Quang Trung, Son Loc, Trung Hung, Trung Son Tran, Vien Son, Xuan Khanh and communes: Co Dong, Duong Lam, Kim Son, Son Dong, Thanh My, Xuan Son).
Son Tay Town under Hanoi City has 11,346 hectares of natural area and 182,000 population, with 15 administrative units directly under it, including wards: Le Loi, Ngo Quyen, Phu Thinh, Quang Trung, Son Loc, Trung Hung, Trung Son Tran, Vien Son, Xuan Khanh and communes: Co Dong, Duong Lam, Kim Son, Son Dong, Thanh My, Xuan Son.
Administrative boundary of Son Tay Town: East borders Phuc Tho District and Thach That District; West borders Ba Vi District, Hanoi City; South borders Thach That District; North borders Vinh Phuc Province.
After establishing Ha Dong District and its affiliated wards; transfer Son Tay City to become Son Tay Town.
Hanoi City has 334,470.02 hectares of natural area and 6,232,940 population, with 29 administrative units directly under it, including districts: Ba Dinh, Cau Giay, Dong Da, Ha Dong, Hai Ba Trung, Hoan Kiem, Hoang Mai, Long Bien, Tay Ho, Thanh Xuan; counties: Ba Vi, Chuong My, Dan Phuong, Dong Anh, Gia Lam, Hoai Duc, Me Linh, My Duc, Phu Xuyen, Phuc Tho, Quoc Oai, Soc Son, Thach That, Thanh Oai, Thanh Tri, Thanh Tien, Tu Liem, Ung Hoa and Son Tay Town; has 577 commune-level administrative units (including 401 communes, 154 wards and 22 towns).
Article 2. This Resolution takes effect from the date of its promulgation.
Article 3. The Minister of Interior, the Chairman of the People's Committee of Hanoi City and the Heads of relevant agencies are responsible for implementing this Resolution.
