Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Science and Technology dated June 9, 2000;
Pursuant to the Law on Competition and Rewards dated November 26, 2003;
At the proposal of the Minister of Science and Technology,
DECISION:
Article 1. Establishing the Ho Chi Minh Award Council and State Award Council for Science and Technology in 2005, consisting of the following members:
1. Assoc. Prof. Dr. Hoang Van Phong, Minister of Science and Technology, Chairperson of the Council.
2. Prof. Dr. Vu Dinh Cu, Vice-Chairperson.
3. Assoc. Prof. Dr. Chu Tuan Nha, Chairperson of the National Science and Technology Policy Council, Vice-Chairperson.

Article 2. The Ho Chi Minh Award Council and State Award Council for Science and Technology in 2005 shall have the responsibility to assist the Prime Minister in implementing Articles 54 and 55 of the Law on Science and Technology and Articles 66, 67, and 68 of the Law on Competition and Rewards, specifically as follows:
1. Guiding standards, conditions, procedures, and formalities for award assessment so that industry bases and levels can select and propose awards.
2. Proposing a list of specialized award council members in various fields of science and recommending the Minister of Science and Technology to establish such councils to evaluate and select award proposals from various industries and levels.
3. Submitting to the Prime Minister a list of works proposed for the Ho Chi Minh Award and State Award for Science and Technology in 2005 for the Prime Minister to submit to the President for consideration and decision.
Article 3. The Minister of Science and Technology is responsible for establishing a permanent office to assist the Ho Chi Minh Award Council and State Award Council for Science and Technology in 2005.
Article 4. This Decision takes effect from the date of signature until the end of the presentation of the Ho Chi Minh Award and State Award for Science and Technology in 2005; replacing Decision No. 666/TTg dated August 21, 1997 of the Government on the List of Members of the Ho Chi Minh Award Council and State Award Council for Science and Technology.
Article 5. The Chairperson of the Ho Chi Minh Award Council and State Award Council for Science and Technology in 2005, Ministers, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairpersons of People's Committees of provinces and centrally governed cities, and members of the Ho Chi Minh Award Council and State Award Council for Science and Technology are responsible for implementing this Decision./.
