CIRCULAR
DIRECTIVE OF THE MINISTRY OF FINANCE NO. 19 TC/HCSN DATED APRIL 14, 1997 GUIDING THE MANAGEMENT AND USE OF TRAINING FUNDS UNDER THE NATIONAL PROGRAM ON INFORMATION TECHNOLOGY
Implementing Decision No. 211/TTg dated April 7, 1995 of the Prime Minister approving the National Program on Information Technology - Overall Plan until 2000.
Based on Decision No. 531/TTg dated August 8, 1996 of the Prime Minister regarding the management of National Programs, the Ministry of Finance guides the work of managing and using state budget funds invested in training activities under the National Program on Information Technology development as follows:
I. GENERAL PROVISIONS
- Training is a necessary task of the National Program on Information Technology development aimed at providing and enhancing basic knowledge about Information Technology for research and user groups involved in state administration and unit operations.
- Training funds for Information Technology belong to the funds of the National Program on Information Technology development, which are balanced into the State Budget and allocated annually to ministries, sectors, and localities according to approved training targets.
II. SPECIFIC PROVISIONS
1. Scope and Target Groups for Training:
The target groups for training under the National Program on Information Technology development include:
- Leaders of agencies and units.
- Staff specializing in using information technology for business operations.
- Information technology specialists.
These target groups will be assigned to attend centralized training programs based on planning and plans of their respective agencies and units, and the announced training program content (attached as an appendix).
2. Planning Work:
- Based on the scope and application targets set out in this Circular, ministries, sectors, and localities shall develop planning, plans, and budget estimates for annual training activities and consolidate them into the annual plan of the Information Technology Development Program of their ministry, sector, or locality, to be submitted to the Steering Committee of the National Program on Information Technology Development for approval and consolidation into the national annual plan of the National Program on Information Technology Development, to be sent to the Ministry of Finance and the Ministry of Planning and Investment.
- The Steering Committee of the National Program on Information Technology Development is responsible for developing training planning nationwide, working with the Ministry of Finance to allocate training funds to each ministry, sector, and locality based on the total budget of the Information Technology Program announced by the Government after the National Assembly's approval.
3. Content and Levels of Expenditure for Training Activities:
3.1. The content of expenditure for training includes:
- Printing costs for materials and courseware serving classroom instruction according to the training program.
- Payment for lecturers' and experts' services.
- Rental fees for venues and equipment (if applicable).
- Costs for management and organization of classes (including printing costs for certificates, office supplies for teachers' lectures, and organizing opening and closing ceremonies of classes).
3.2. Levels of expenditure for training classes:
The levels of expenditure are specified for different types of training classes, specifically:
+ Level of expenditure for one class with leaders as participants: 7,750,000 VND.
+ Level of expenditure for one class with users as participants: 8,525,000 VND.
+ Level of expenditure for one class with specialists as participants: 16,000,000 VND.
Specific levels of expenditure for each item and the number of students per class (detailed in the attached guidance appendix).
Training institutions tasked with training and units with venues and computer networks shall not include venue rental and equipment rental costs.
4. Duration and Content of Training:
The duration and content of training are specified for each class with different participant groups, specifically:
+ For leaders: Training duration is 100 class hours.
+ For users: Training duration is 150 class hours.
+ For information technology specialists: Training duration is 150 class hours per module.
(Duration and content of training are detailed in the attached appendix).
5. Allocation, Settlement, and Management:
- Annually, based on the program target information technology funding index announced by the Government to ministries and localities, the Ministry of Finance allocates program target funds (including training funds) to central ministries and sectors, and allocates funds through the Provincial Department of Finance and Price Control to localities according to Item 11 Clause 4.
- Ministries, sectors, and localities organizing training classes must ensure expenditures within the approved plan and current financial regulations.
- Settlement work: Units settle training funds together in the settlement of program target information technology funds according to Decision No. 999-TC/QĐ/CĐKT dated November 2, 1996 of the Ministry of Finance on accounting systems for administrative and public service units:
+ At the central level: Ministries and sectors receiving state budget funds for the National Program on Information Technology Development (including training funds) must submit quarterly and annual settlement reports along with their overall settlement reports to the Ministry of Finance, and simultaneously submit settlement reports on information technology program funds to the Steering Committee of the National Program on Information Technology Development.
+ At the local level: Agencies and units receiving state budget funds for the National Program on Information Technology Development (including training funds) must submit quarterly and annual settlement reports along with their overall unit settlement reports to the Provincial Department of Finance and Price Control. Simultaneously, they must submit settlement reports on funds spent on the National Program on Information Technology Development to the Steering Committee of the National Program on Information Technology.
+ The Steering Committee of the National Program on Information Technology Development compiles and submits quarterly and annual settlement reports on the entire program to the Ministry of Finance.
III. IMPLEMENTATION PROVISIONS
This Circular takes effect from 1997.
During implementation, if there are difficulties or issues, please report to the Ministry of Finance for study and appropriate amendments.
ANNEX
DETERMINATION OF EXPENSE LEVELS FOR TRAINING UNDER THE INFORMATION TECHNOLOGY PROGRAM
(Attached to Circular No. 19 TC/HCSN dated April 14, 1997)
I. DETERMINATION OF EXPENSE LEVELS FOR ACADEMY TRAINING
TARGET GROUP IS LEADERS:
- Training duration is 100 class hours.
- The training period is 100 hours
- The number of students in one class is 20 people.
- The content of expenses includes the following items:
1. Textbook expenses: 1,300,000 VND
+ Expenses for textbooks and course materials for one student is: 50,000 VND x 20 students = 1,000,000 VND
+ Expenses for purchasing floppy disks for one student 2 pieces: 15,000 VND x 20 students = 300,000 VND
2. Remuneration expenses for lecturers and experts: 1,850,000 VND
+ Main lecturer (theory): 20,000 VND/session x 70 sessions = 1,400,000 VND
+ Lecturer guiding practical sessions: 15,000 VND/session x 30 sessions = 450,000 VND
3. Rental expenses for equipment and venue (if applicable): 4,000,000 VND
4. Management expenses for the class: 600,000 VND
The average expense for one student is 30,000 VND: 30,000 VND x 20 students = 600,000 VND
The total cost for one class is: 7,750,000 VND
II. DETERMINATION OF EXPENSES FOR STUDENTS
THE OBJECT IS THE EMPLOYEE:
- The training duration is 150 sessions
- The number of students in one class is 20 people.
- The content of expenses includes the following items:
1. Textbook expenses: 1,300,000 VND
+ Expenses for textbooks and course materials for one student: 50,000 VND x 20 students = 1,000,000 VND
+ Expenses for floppy disks 2 pieces: 15,000 VND x 20 students = 300,000 VND
2. Remuneration expenses for lecturers and experts: 2,625,000 VND
+ Main lecturer (theory): 20,000 VND/session x 75 sessions = 1,500,000 VND
+ Lecturer guiding practical sessions: 15,000 VND/session x 75 sessions = 1,125,000 VND
3. Rental expenses for venue and equipment (if applicable): 4,000,000 VND
4. Management expenses for the class: 600,000 VND
The average expense for one student: 30,000 VND x 20 students = 600,000 VND
The total cost for one class is: 8,525,000 VND
III. DETERMINATION OF EXPENSES FOR
THE OBJECT IS THE EXPERT
- The object is the expert sent for training based on the training needs of each specialty such as:
+ Specialty in network management
+ Specialty in system design
+ Specialty in database design and management
+ Specialty in software development
+ Project management in information technology
- The training duration for each specialty is 150 sessions
- The number of students in one class for each specialty is 20 people.
- The content of expenses for each specialty includes the following:
1. Textbook expenses: 3,900,000 VND
+ Expenses for textbooks and course materials: 150,000 VND x 20 students = 3,000,000 VND
+ Expenses for purchasing floppy disks 6 pieces: 45,000 VND x 20 students = 900,000 VND
2. Remuneration expenses for teachers and experts: 3,750,000 VND
+ Expenses for main lecturer (theory): 25,000 VND/session x 75 sessions = 1,875,000 VND
+ Expenses for practical teacher: 25,000 VND/session x 75 sessions = 1,875,000 VND
Due to the high level of courses, remuneration for practical teachers is equal to that of main lecturers (theory).
Due to the requirement to update new information, sometimes it is necessary to hire experts to teach, thus the remuneration rate is higher than those for experts and leaders.
3. Venue and equipment rental expenses (if applicable): 7,750,000 VND
4. Management expenses: 600,000 VND
The average expense for one student is: 30,000 VND x 20 students = 600,000 VND
The total cost for one class is: 16,000,000 VND
