Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;
Pursuant to Decree No. 177/CP dated October 20, 1994 of the Government promulgating the regulations on construction management;
BASED ON DECREE NO. 178/CP DATED OCTOBER 28, 1994 OF THE GOVERNMENT ON THE TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF FINANCE;

Article 1: Permit Vietnam National Reinsurance Corporation (VINARE) to construct its headquarters through a joint venture with Construction Company 789 of the Ministry of Defense.
Article 2: The total investment capital for constructing the headquarters of Vietnam National Reinsurance Corporation is estimated at: 15,000,000,000 VND (fifteen billion VND).
Where:
- From VINARE's charter capital: 7,000,000,000 VND.
- Borrowed capital from banks and legally raised capital from economic organizations: 8,000,000,000 VND.
Article 3:The joint venture project between Vietnam National Reinsurance Corporation and Construction Company 789 of the Ministry of Defense must comply with the laws, clearly define the ownership rights of the assets of the participating parties, and be submitted to the Minister of Finance for approval before implementation.
Article 4: This Decision takes effect from the date of signing. The Director of the Financial Management Department, the Head of the Ministry’s Office, and the General Director of Vietnam National Reinsurance Corporation are responsible for implementing this Decision.
