HA NOI, APRIL 22, 1985 |
JOINT CIRCULAR
REGARDING THE COLLECTION OF POSTAGE RATES FOR COMMUNE-LEVEL MAIL CHARGES.
Circular No. 28-TT-LB dated September 27, 1983 of the Ministry of Finance and the General Post Office stipulates that commune-level agencies sending official documents through the post must pay a monthly quota postage fee of 50 dong. Given recent price fluctuations, the aforementioned rate is no longer appropriate (it does not cover costs). Therefore, on March 26, 1985, the Chairman of the Council of Ministers issued Decision No. 105/CT to increase the postage for a standard letter weighing 20 grams from 0.50 to 2 dong. To implement this decision and align with current pricing conditions, while the policy of incorporating prices into salaries through state measures has yet to be implemented, the Joint Ministry decides to raise the monthly quota postage fee for commune-level mail charges from 50 dong to 200 dong.
In order for the postal service to effectively collect the quota postage fees for commune-level mail charges at the prescribed rates, the Joint Ministry requests the County Financial Departments to urge the communes and assist the county post offices in collecting the full and timely quota postage fees for commune-level mail charges according to regulations.
This Circular takes effect from April 1, 1985.
