Circular No. 19/VGNN/TT stipulates the list of products and services for which the State Price Control Commission and the Ministry of Agriculture have been authorized by the Council of Ministers to set prices.

JOINT CIRCULAR

JOINT BOARD OF NATIONAL COMMODITY PRICES AND MINISTRY OF AGRICULTURE DECREE NO. 19/VGNN/TT ON JULY 2, 1985 REGULATING THE LIST OF PRODUCTS AND SERVICES FOR WHICH THE JOINT BOARD OF NATIONAL COMMODITY PRICES AND THE MINISTRY OF AGRICULTURE ARE AUTHORIZED TO DETERMINE PRICES

Pursuant to Decree No. 33/HĐBT dated February 27, 1984 of the Council of Ministers, promulgating the Regulation on Price Management, the joint board hereby regulates the list of products and services for which the Joint Board of National Commodity Prices and the Ministry of Agriculture are authorized to determine prices as follows:

I. LIST OF PRODUCTS FOR WHICH THE JOINT BOARD OF NATIONAL COMMODITY PRICES IS AUTHORIZED TO DETERMINE PRICES

1. Determining wholesale prices for agricultural enterprises selling products produced by units under the Ministry of Agriculture that are recorded in the national plan according to the Law:

a) Products listed in Point 1, Section I of List No. 1 (attached to the Regulation on Price Management issued by Decree No. 33-HĐBT dated February 27, 1984):

- Grains: polished rice, corn, dried cassava slices, dried sweet potatoes.

- Pork.

- Industrial crops: soybeans, shelled peanuts, sugarcane, handmade sugar, tobacco leaves, coffee, fresh tea buds, rush, ramie, cinnamon, cloves, rubber, indigo, indole resin, coconuts, tung oil.

b) Products listed in Point 2, Section I of List No. 2 (attached to the Regulation on Price Management issued by Decree No. 33-HĐBT dated February 27, 1984).

- Beef and buffalo meat, coconut milk and coconut oil, green beans, cinnamon essential oil, semi-processed tea, cotton, oranges and pineapples for export from concentrated production areas.

2. Determining wholesale prices for industrial enterprises (wholesale price of products delivered) for products produced by units under the Ministry of Agriculture that are recorded in the national plan according to the Law.

- Products listed in Point 2, Section I of List No. 2 (already mentioned in point b, item 1 above).

- Products listed in Point 1, Section I of List No. 1 (already mentioned in point a, item 1 above) if authorized by the Council of Ministers.

3. Determining wholesale prices for agricultural enterprises, wholesale prices for industrial enterprises, and wholesale prices for materials (if applicable), for the following machinery, equipment, and parts:

a) Machinery and equipment: plows, harrows, grinders.

b) Parts (tractor parts):

- Engine system: cylinder block, cylinder head, crankshaft, connecting rod, cylinder, crankshaft, camshaft, flywheel, main bearing cap, connecting rod bearing cap, upper connecting rod bearing cap, piston ring, intake valve, exhaust valve.

- Fuel system: high-pressure fuel pump, fuel injection pump, double high-pressure fuel pump, injector and nozzle, high-pressure fuel pump cylinder, high-pressure fuel pump plunger, fine fuel filter, high-pressure fuel pump shaft.

- Cooling system: water pump, radiator, oil cooler, thermostat.

- Lubrication system: lubricating oil pump, lubricating oil filter.

- Power transmission system: front axle, rear axle, clutch, transmission (complete), front axle drive shaft, secondary shaft, various types of transmission gears, reverse shaft, torque converter for track drive, primary shaft, rear axle half-shaft.

- Electrical system: generator, voltage regulator relay, starter motor.

- Hydraulic system: hydraulic pump, hydraulic distributor, hydraulic piston, hydraulic cylinder, hydraulic battery.

- Control system: steering wheel, power steering pump, hydraulic power steering mechanism, steering lever and parallelogram mechanism of the steering system.

II. LIST OF PRODUCTS AND SERVICES FOR WHICH THE MINISTRY OF AGRICULTURE IS AUTHORIZED TO DETERMINE PRICES

1. Wholesale prices for agricultural enterprises, wholesale prices for industrial enterprises (price of products delivered) for products produced by units under the Ministry (excluding those listed in Point 1, Section I of List No. 1 and Article 2, Section I of List No. 2 attached to the Regulation on Price Management):

- Dairy products from cattle and buffalo farming.

- Products from beekeeping.

- Products from poultry farming.

- Mixed feed for livestock and poultry; veterinary drugs.

- Products from sericulture (silkworm eggs, silk, cocoons...).

- Various crop and livestock seeds.

- Other products: fresh citrus fruits; oranges; pineapples consumed domestically...

- Animal and plant quarantine fees and warehouse disinfection fees.

2. Framework prices for products delivered beyond the plan by state farms within the authority to determine wholesale prices for agricultural enterprises and industrial enterprises of the Ministry.

3. Additional charges added to the wholesale prices for industrial enterprises (price of products delivered) for products produced by state farms (facilities) under the Ministry in new开荒区域或试生产区域种植的目录1和目录2中的产品。

4. Specificizing wholesale prices for agricultural enterprises, wholesale prices for industrial enterprises (price of products delivered) for products produced by state farms (facilities) under the Ministry within the authority to determine prices by the Council of Ministers and the Joint Board of National Commodity Prices when the Council of Ministers and the Joint Board of National Commodity Prices determine standard prices.

5. Wholesale prices for agricultural enterprises, wholesale prices for industrial enterprises, and wholesale prices for materials for products produced and consumed within the industry by factories (facilities) under the Ministry, excluding those products for which the Joint Board of National Commodity Prices determines prices at Point 3, Item I of this joint circular.

- Various veterinary drugs.

- Agricultural machinery, wheel sets, floating boats, agricultural product processing machines, animal feed processing machines, grinders, huskers...

- Parts for tractors, agricultural machinery, and agricultural product processing machines, animal feed processing machines...

6. Repair prices for tractors, engine restoration prices for repair shops managed by the Ministry of Agriculture.

7. Mechanized land reclamation prices within the scope of the Ministry of Agriculture.

8. Based on the level of circulation discount for the entire industry set by the Council of Ministers, determining the circulation discount for the industry.

During the production and business process, if new products emerge or changes in pricing authority are needed, the joint board will continue to supplement accordingly.
