Approving the Project on Publishing and Promoting Intangible Cultural Heritage of Ethnic Groups in Vietnam for the Period 2008-2012

The period of Vietnam from 2008 to 2012

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Government Decree No. 88/2003/NĐ-CP dated July 30, 2003, stipulating the organization, operation, and management of Associations;

Considering the proposal of the Ministry of Culture, Sports and Tourism at Official Letter No. 3656/BVHTTDL-VP dated October 20, 2008, and the Vietnam Folk Arts Association at Official Letter No. 65/CV-2008/VNDG dated November 27, 2008 regarding the approval of the Project on Publishing and Promoting Intangible Cultural Heritage of Ethnic Groups in Vietnam for the Period 2008-2012;.

DECISION:

Article 1. Approves the Project on Publishing and Promoting Intangible Cultural Heritage of Ethnic Groups in Vietnam for the Period 2008-2012 with the following contents:

1. Objectives and Tasks

a) To educate subsequent generations about the cultural history of ethnic groups in Vietnam; to help ethnic groups, countries in the region and around the world understand more about Vietnam, a country with diverse culture, thereby promoting the image of the country and people of Vietnam worldwide;

b) To serve research and creation in various fields; among which works and projects have rich contents such as: characteristics of the environment and ecology of each ethnic region; traditional social institutions of ethnic groups in Vietnam; customs, traditions, rituals, beliefs, distinctive views of ethnic communities on humanism and cosmology, music, dance, painting, sculpture, clothing, housing, even jewelry specific to each ethnic group;

c) To supplement valuable works into the system of teaching materials and textbooks used in schools for reference or inclusion in the teaching curriculum. Particularly in regions inhabited by ethnic minorities, to provide teachers and students, especially ethnic teachers and students, with necessary knowledge about their ethnic group and its culture.

2. Criteria for Selecting 1,000 Works and Projects for Publication

a) They are works and projects introducing intangible cultural heritage of the 54 ethnic groups currently living in Vietnam:

- Prioritize selecting works and projects that already have draft manuscripts from collection and research;

- Each ethnic group will select multiple works and projects across various genres (including folk literature, customs and traditions, geography, performing arts, visual arts, indigenous knowledge), where only one representative work or project reflecting each genre will be chosen. In cases where there are comprehensive works and projects that are representative of the intangible cultural heritage of the ethnic group, they can replace single-genre works or projects.

b) They are works and projects describing or researching the distinctive cultural and artistic features of a particular ethnic group, highly regarded by researchers and scientists and indispensable for the intangible cultural heritage of each ethnic group.

c) They are exemplary works and projects that explore and research new discoveries and significance in scientific and sociological research, anthropological studies:

- Regarding phenomena in social life reflecting cultural exchanges between Vietnamese ethnic groups;

- Regarding skills, secrets, techniques of creating intangible cultural heritage.

d) They are works and projects with practical significance for societal life, localities, regions, and ethnic groups; with content appealing to readers, fitting the customs and traditions of a particular ethnic group and the Vietnamese ethnic community as a whole, and aligning with the Party's viewpoints, policies, and state laws on the policy of great unity among ethnic groups in Vietnam.

3. Requirements for Content Review of 1,000 Works and Projects Before Publication

a) Establish a Review Board comprising experts, specialized scientists, and managers from relevant ministries and sectors related to the content of the works, to ensure the scientific nature and quality of each work;

b) All works and projects must be reviewed for content and meet the criteria set forth above before publication.

4. Sources of funds

The Ministry of Finance, based on the total budget estimate of the Project, shall be responsible for coordinating with the Ministry of Culture, Sports and Tourism, the Ministry of Planning and Investment to approve the budget estimate and allocate funds from the central government's annual cultural budget for the Project Implementation Steering Committee to organize and implement the Project.

5. Implementation Phase of the Project: from 2008 to 2012.

Article 2. Implementation

1. The Ministry of Culture, Sports and Tourism, the Ministry of Finance, and the Vietnam Folk Arts Association shall be responsible for summarizing and evaluating the implementation of the Project; annually reporting to the Prime Minister on the results of implementation.

2. Entrusting the Vietnam Folk Arts Association to organize and implement the Project including:

a) Establishing a Steering Committee for the Project comprising cultural managers, leading scientists, and specialists deeply involved in the field of folk arts to direct the implementation of the Project;

b) Establishing a Project Office to implement the directives and management of the Steering Committee, settle accounts. The Project Office has its own seal and separate account for transactions and tasks;

c) Establishing a Review Board to advise and review the content of ethnic folk art works and projects to assist the Project Steering Committee.

The Steering Committee, Project Office, and Review Board will conclude their tasks upon completion of the Project.

Article 3. This Decision takes effect 15 days after its publication in the Official Gazette.

Article 4. The Ministry of Culture, Sports and Tourism, the Ministry of Planning and Investment, the Ministry of Finance, and the Vietnam Folk Arts Association are responsible for implementing this Decision./.
